You had originally asked for two proposals, but <br />since the first obligation with respect -to caetlands is" to avoid <br />and then to minimize impacts before filling, the W.tiitenaven <br />Cemetery site is not expected to involve any mitiyation other <br />than avoidance of impacts to the Upper Forty site. <br />Wetlands Mitigation is a plan of action to be taken in order to <br />compensate for losses incurred during the filling of wetlands or <br />othzr waters of the United States. The workscope for the Wet- <br />lands Mitigation process varies, but includes research into <br />mitigation options, the preparation of a Ma.tigation Proposal to <br />be submitted to the U.S. Army Corps of Engineers, and consulta- <br />tion with various influential agencies (State Historic Preserva- <br />tion Office, Ohio Environmental Protection Agency, U.S. Environ- <br />mental Protection Agency, U.S. Fish and Wildlife, Ohio Department <br />of Natural Resources). <br />Wetlands Mitigation involves an.unpredictable amount of time and <br />effort. Devising a mitigation pl.an that will ultimately be <br />acceptable to the U.S. Army Corps of Engineers as well as other <br />agencies involved is a complex process comprising a series of <br />steps that are unknown until they need to be taken. It encom- <br />passes several sequences of idea formation and development of <br />information, initial approval of general concepts, and further <br />development of information and ideas. The first document submit- <br />ted rarely contains the final plan that will be implemented. <br />Rather, plans must go through a series of approvals involving <br />different agencies and subsequent modifications. <br />For these reasons, this type of work does not lend itself to a <br />lump sum fee, and as a result must be billed on a time and mate- <br />rials basis. We would invoice for work completed through Decem- <br />ber 1994 based upon our current fee schedule. It would not be <br />unreasonable to expect a fee of $10,000 or more.
