29 Street Obstructions and Special Uses 311.99 <br />(e) Littering and Damage. The. person or organization obtaining a permit for a <br />parade or procession shall be responsible for cleaning up any paper or other litter on <br />the street or public grounds caused by the holding of such paxade or procession, and <br />if the permit holder fails to do so he shall be liable for any damage to personal or real <br />property caused by the holding of such paxade or procession. If the permit holder fails <br />to clean up litter or to have such damage to property repaired within three days after <br />the date of such parade or procession, then the Municipality may proceed to have the <br />street or grounds or park cleaned or to have damage to real or personal property <br />repaired and the person or organization holding the permit shall be liable to the <br />Municipality for reimbursement for such expense. <br />(Ord. 1028. Passed 9-18-67.) <br />311.03 TOY VEHICLES ON STREETS. <br />No person on roller skates or riding in or by means of any sled, toy vehicle, skate- <br />board or similar device shall go upon any roadway except while crossing a street on a <br />crosswalk and except on streets set aside as play streets. <br />311.04 BLOCKAGE: SIGNS, WARrTING LIGHTS ANI3 BARRICADES. <br />No person, firm or corporation shall commence the performance of any work <br />involving the opening, closing, blocking, excavating, repairing, tearing up, digging <br />or otherwise blocking any street without first obtaining from the Police Department <br />a traffic control diagram. Such person, at his own expense, shall obtain, install and <br />maintain such signs, warning devices and lights and barricades, drums or cones as <br />axe shown on the traffic control diagram, and failure to install a.nd maintain the same <br />shall be a ground for issuance of a stop order or revocation of any permit by the <br />Building Commissioner in the manner provi.ded in the Building Code. <br />(Ord. 72-28.
