Informal Step: An employee having a grievance will first bring <br />that complaint verbally, within seven (7) days of the incident giving rise <br />to the grievance, or within seven (7) days of his first knowledge of the <br />action or event, (not exceed thirty (30) days from the date of the action <br />or event),.to the attention of the employee's immediate supervisor. The <br />immediate supervisor, or his designee, ahall, within three (3) days, <br />discuss the grievance with the employee and, within twenty-four (24) hours <br />of their discussion, respond to the employee with an answer. <br />Ste 1: Police Chief: If the employee and the immediate supervisor are <br />unable to resolve the problem at the informal step, the grievant may refer <br />the grievance to the Police Chief, or his designee, within five (5) days <br />after receiving the Step 1 reply. The Police Chief shall have three (3) <br />days in which to schedule a meeting with the aggrieved employee and his <br />appropriate F.O.P. representative, if the former desires. The Police Chief <br />shall investigate and respond, in writing, to the grievant and/or the <br />appropriate F.O.P. representative within five (5) days following the <br />meeting. <br />Step 2: Mavor: If the grievance is not satisfactorily settled in Step 1, <br />the grievance shall be submitted to the F.O.P. Screening Committee. The <br />Screening Committee will then review the merits of the grievance and <br />decide, no late than ten (10) day after the Employer's Step 1 answer was <br />issued, whether or not to recommend further appeal. <br />Should the Committee decide not to pursue the grievance further, the <br />grievant(s) shall be so informed, the grievance will be withdrawn from the <br />grievance procedure, and the Committee's decision shall be final and <br />binding. Should the Committee decide to process the grievance further, the <br />F.O.P. may file an appeal with the Mayor within seven (7) days after the <br />Screening Committee's decision. Such appeal shall be in writing, shall <br />include a copy of the original grievance, and shall specify the reason why <br />the grievant believes the Step 1 answer is in error. The Mayor shall have <br />seven (7) days in which to schedule a meeting with the grieved employee and <br />his appropriate F.O.P. representative. The Mayor ahall investigate and <br />respond to the grievant and appropriate representative within five (5) day <br />following the meeting. <br />Step 3 Arbitration: If the grievance is not satiafactorily settled in Step <br />2, the F.O.P. may make a written request that the grievance be submitted to <br />arbitration. A request for arbitration must be submitted within ten (10) <br />calendar days following the date the grievance was answered in Step 2 of <br />the grievance procedure. In the event the grievance is not referred to <br />arbitration within the limits prescribed, the grievance shall be considered <br />resolved, based upon the Step 2 reply. <br />12
