<br />~; . <br />The Plan itself has many extremely important functions in <br />'~~ the Village's administration. Among these are the coordination <br />of development, policy determination and effectuation, public <br />communication and education. <br />~: In addition to providing a clear image of Mayfield Village's <br />desirable future development, the Comprehensive Plan serves many <br />important aspects in the daily operation of the Village. While <br />' the Plan itself does not change any laws or ordinances, it does <br />provide a basis for making changes to the community's Zoning and <br />Building Codes and Subdivision Regulations which are needed to <br />achieve desirable future development.. It serves as a point of <br />reference in making decisions concerning the zoning of Iand by <br />indicating appropriate locations for various land uses and types <br />of development, as well as providing an indication of when such <br />development should proceed. <br />The Plan links community and transportation facilities with <br />private development. It establishes the matrix within which <br />such development will be judged and coordinated. It can guide <br />all Village departments and other public and private groups in <br />determining their own long-range programs and detailed plans, <br />particularly in capital improvement programming. <br />PLAN PREPARATION <br />The method used in preparing the Comprehensive Plan was one <br />of evaluating Mayfield Village's physical, economic, social, <br />cultural and governmental needs. This was accomplished through <br />a series of related population, land use, community facility and <br />transportation studies which were carefully reviewed by the <br />Village's Planning Commission. With an understanding of the <br />dynamics of development gained from these studies, a series of <br />goals and objectives were drafted, reviewed and finally adopted <br />as the basis for the Plan. It was then recommended by the <br />Planning Commission for adoption by Council. <br />The year 2010 is used in the Comprehensive Plan as a <br />"horizon" date for assessing probable future changes. It is <br />quite possible that certain projections and land use <br />arrangements included in the Plan will be realized before or <br />after 2010, due to various stimulating or retarding influences <br />not predictable now. Therefore, the intention of the Village <br />Planning Commission is to review the Plan periodically to keep <br />it current with the best thinking on Mayfield Village's future <br />needs, objectives and potentials. <br />3 <br />
