- RESOLUTION NO. 93-05 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />AN EMERGENCY RESOLUTION <br />IN OPPOSITION TO THE RATE REDUCTION TO THE LOCAL <br />GOVERNMENT FUND (LGF) AND THE LOCAL GOVERNMENT REVENUE <br />ASSISTANCE FUND (L-GRAF) PROPOSED BY THE STATE OF OHIO <br />WHEREAS, pursuant to information received from the Ohio <br />Municipal League, under Governor Voinovich's proposed new two-year <br />budget, the Local Government Fund (LGF) and the Local Government <br />Revenue Assistance Fund (L-GRAF) will not receive the rate increase <br />that is currently promised in the Ohio Revised Code; and <br />WHEREAS, Governor Voinovich has requested the General Assembly <br />to place in "permanent" law a rate of 4.2% for LGF and .6% for L- <br />GRAF, as opposed to the anticipated rate increase of 4.6% and .7% <br />respectively; and <br />WHEREAS, it is the position of the Members of Council and the <br />Administration that this is totally unfair, and contrary to prior <br />promises to allow the LGF and L-GRAF funds to return to a normal <br />growth rate, for the Governor to consider reducing the rates that <br />currently make up part of our general fund revenues. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF HAYFIELD <br />VILLAGE, OHIO, THAT: <br />~~ <br />SECTION 1. That this Council and the Administration of the <br />Village of Mayfield do strongly protest and oppose the Governor's <br />intention to reduce the rates proposed for the Local Government <br />Fund (LGF) and the Local Government Revenue Assistance Fund (L- <br />GRAF) . <br />SECTION 2. That the LGF and L-GRAF makes up part of the <br />Village's. General Fund revenues and our community, and other <br />bedroom communities in the State of Ohio, cannot afford to take a <br />reduction in these funds. <br />SECTION 3. The Council finds and determines that all formal <br />actions of the Council relating to the adoption of this Resolution <br />have been taken at open meetings of this Council; and that <br />deliberations of this Council and of its committees, resulting in <br />such formal action, took place in meetings open to the public in <br />compliance with all statutory requirements including the <br />requirements of Section 121.22 of the Ohio Revised Code. <br />SECTION 4. This Resolution is hereby declared to be an <br />emergency measure necessary for the immediate, preservation of the <br />health, safety and welfare of the residents of• Mayfield Village. <br />It shall, therefore, take effect immediately upon passage by the <br />
