RESOLUTION NO. 93 12 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />AN EMERGENCY RESOLUTION <br />AUTHORIZING AND DIRECTING THE MAYOR TO ENTER <br />INTO AN AGREEMENT OF COOPERATION WITH THE COUNTY <br />OF CUYAHOGA FOR THE COMMUNITY DEVELOPMENT <br />BLACK GRANT PROGRAM <br />WHEREAS, the Congress of the United States has enacted the Housing <br />and Community Development Act of 1974, which has as its primary <br />objective the development of viable urban communities, b~ providing <br />decent housing and a suitable living environment and expanding economic <br />opportunities, principally for persons of low and moderate income; <br />WHEREAS, both the Village of Mayfield and County of Cuyahoga are <br />desirous of entering into community development activities within the <br />County which are directed toward that primary objective; and <br />WHEREAS, the Village and the Count of Cuyahoga have agreed that <br />it is in the best interest of their constituents that the objectives of <br />the act be carried out within the County of Cuyahoga and that the <br />Village and the County should join together in community development <br />activities. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF HAYFIELD VILLAGE, <br />OHIO, THAT: <br />SECTION 1. That the Mayor be, and he hereby is, authorized and <br />_ directed for and on behalf of the Village of Mayfield, Ohio to enter <br />into the Agreement of Cooperation for the Community Development Block <br />' Grant Program with the County of Cuyahoga, State~of Ohio, which is <br />attached hereto as Exhibit A and incorporated herein by reference. <br />SECTION 2. The Council finds and determines that all formal <br />actions of the Council relating to the adoption of this Resolution have <br />been taken at open meetings of this Council; and that deliberations of <br />this Council and of its committees, resulting in such formal action, <br />took place in meetings open to the public in compliance with all <br />statutory requirements including the requirements of Section 121.22 of <br />the Ohio Revised Code. <br />SECTION 3. This Resolution is hereby declared to be an emergency <br />measure necessary for the immediate preservation of the health, safety <br />and welfare of the residents of Mayfield Village. It shall, therefore, <br />take effect immediately upon passage by the affirmative vote of not less <br />than five (5) members elected to Council and approval by the Mayor or <br />otherwise at the earliest time allowed by law. <br />~~.~ ~'L L~ ~ ~ <br />JO' CINCO, ~ <br />C•u cil President <br />
