RESOLUTION NO. 93- 20 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />A RESOLUTION IN SUPPORT OF HOUSE RESOLUTION <br />140 FEDERAL MANDATE RELIEF ACT OF 1993 <br />WHEREAS, unfunded federal mandates on state and local governments have <br />become increasingly extensive in recent years; and <br />WHEREAS, such mandates have, in many instances, added to growing <br />deficits in state and local budgets and have resulted in the need for local <br />governments to increase revenue or curtail services; and <br />WHEREAS, such extensive fiscal burdens on local governments have <br />undermined, in many instances, the ability of local governments to achieve <br />their responsibilities under state and local law; and <br />WHEREAS, H.R. 140, the Federal Mandate Relief Act of 1993, would assure <br />that the federal government pads the total amount of direct cost incurred <br />by state and local governments in complying with certain requirements which <br />take effect on or after the date of enactment of the Act under a federal <br />statute or regulation; and <br />WHEREAS, this legislation would provide that any requirement under a <br />federal statute or regulation that a state or local government conduct an <br />activity (including a requirement that a government meet national standards <br />in providing a service) shall apply to the government only if all funds <br />necessary to pay the direct costs incurred by the government in conducting <br />the activity are provided by the federal government. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF HAYFIELD VILLAGE, <br />OHIO, THAT: <br />SECTION 1. That the Mayor and Council of the Village of Mayfield <br />support H.R. 140 and go on record as endorsing this bill. <br />SECTION 2. That the Clerk of Council be and is hereby instructed to <br />forward copies of this resolution to Senator John Glenn, Senator Howard <br />Metzenbaum; Representatives Martin Hoke, Louis Stokes, Sherrod Brown, Thomas <br />Sawyer, Ralph Regula, James Traficant, Jr., Eric Fingerhut; State Senator <br />Judy Scherer; House Speaker Vernal Riffe, Jr. and Representative Ron Suster. <br />SECTION 3.
