As Amended ,~ ORDINANCE NO. 92-28 INTRODUCED BY: Councilman Ferrante AN ORDINANCE AMENDING SECTION 123.02 OF THE CODIFIED ORDINANCES OF HAYFIELD VILLAGE, OHIO, PERTAINING TO THE PURCHASE OF GOODS AND SERVICES FOR THE MUNICIPALITY, PROVIDING FOR ALL NECESSARY PROCEDURES IN CONNECTION THEREWITH AND DECLARING AN EMERGENCY BE IT ORDAINED BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THAT: SECTION 1. Section 123.02 of the Codified Ordinances of Mayfield Village, Ohio, is hereby amended to read as follows: (Deleted material appears like ~ and new material appears like THIS) Chapter 123 Ordinances and Contracts * * ~ 123.02 CONTRACTS; ADVERTISING FOR BIDS; AWARD. The advertising for bids involving the expenditure of more than Ten Thousand Dollars ($10,000.00) shall be made by motion of ~~ Council directing the Clerk of Council to advertise for not less than once during each of two consecutive weeks in a newspaper of general circulation in the Municipality. Notwithstanding the authority of Council, the Mayor shall also have the authority to place an advertisement for bids as required herein. The award of a contract accepting such bid shall be by resolution of Council and shall direct the Mayor and President of Council to enter into an appropriate contract. No purchase if goods and services in an amount equal to or ~.~.v, ... ..., greater than t-we-t-h ~' ~~~~~r~-a^' ' ~ ~ ' ~' ~ ~ ^ ` ONE THOUSAND FIVE HUNDRED DOLLARS ($1,500.00) shall be made without first obtaining at least two written quotations from reputable suppliers submitted to Council. Authority to make such purchases shall be made by motion approved by a majority of the members elected to Council. HOWEVER, SHOULD ANY DEPARTMENT HEAD DETERMINE AN EMERGENCY SITUATION EXISTS IN HIS DEPARTMENT, REQUIRING AN IMMEDIATE PURCHASE FOR RELIEF, THEN THE MAYOR MAY MAKE SUCH PURCHASE WITHOUT PRIOR APPROVAL OF COUNCIL, UP TO TWO THOUSAND FIVE HUNDRED DOLLARS ($2,500.00) For the purchase of goods or services in amounts less than ~e tai^"^~-'' ~~a~e~de-~a~-~$~-A-~}- ONE THOUSAND FIVE HUNDRED DOLLARS ($1,500.00), the Mayor shall have authority to make the purchase without prior authorization from Council so long as the availability of appropriated funds for such purchase is certified by the Finance Director. In addition, the Mayor shall have further authority to purchase, without prior authorization of Council, goods or services in amounts less than ~~t~i~"^~"a F"-~ ~"'rar,.a ~o-~l~a~~$z'~-A-6} ONE THOUSAND FIVE HUNDRED DOLLARS ($1, 500.00) even though such amount is unappropriated.
