<br />Seven parcels are blighted, and six of the ten housing units <br />- are substandard in Area N2. Blight conditions opposite Saint <br />Bartholomew Church and at Highland/SOM Center are particularly <br />evident. The church and sound residential uses to the east and <br />south, and Parkview Golf Course to the north, give the area <br />prime residential potential. <br />AREA S1: Of this area's total 74.0 acres, 31.0 acres, or 41.9, <br />are vacant. There are six partially used residential parcels, <br />- four partially developed nonresidential parcels and five totally <br />vacant parcels. Two vacant parcels with frontage on Highland <br />Road could be used for access to the vacant land concentrated <br />behind the dwellings along Highland. Thus, unified new housing <br />~' could be developed in keeping with existing residential uses. <br />Vacant land north of the Village's service center and south <br />of its playground on SOM Center should be utilized for further <br />expansion of these facilities. This is particularly true of <br />land ~o the south which abuts Mayfield Racquet Club on Beta <br />Drive. <br />AREA S2: Only 10.5 acres, or 28.0 of Area S2's total 37.5 <br />acres, are vacant. However, this land is concentrated between <br />- major office complexes (Mount Vernon Square and Georgian <br />Center). Thus, the potential for linking these developments is <br />apparent. The fact that 6.5 acres have over 10~ slopes does not <br />~__ make such development infeasible. Indeed, the physical features <br />of the land afford the opportunity to create an especially <br />compatible and attractive connection between the two existing <br />office complexes. <br />Developed land south of Georgian Center includes ODOT's <br />service facility, a private outdoor storage lot and seven <br />substandard dwellings. The service facility and storage lot are <br />clearly incompatible uses. Thus, these parcels together with <br />two residential parcels immediately south of Georgian Center <br />should be assembled and redeveloped as an extension of Georgian <br />Center, in concert with rehabilitation of the dwellings to the <br />south for offices. Alternatively, the area should be considered <br />for public3 uses, including a new Village Hall and related <br />facilities. <br />8 <br />
