RESOLUTION NO. 92-32 <br />INTRODUCED BY: Mayor Pietrafese and Council as a Whole <br />AN EMERGENCY RESOLUTION <br />OPPOSING THE NEW RULES PROPOSED BY THE OHIO <br />PUBLIC UTILITIES COMMISSION RELEVANT <br />TO TELEPHONE SERVICE IN OHIO <br />WHEREAS, the Public Utilities Commission of Ohio is <br />considering the elimination of flat rate service, and replacing it <br />with local measured service to be billed to telephone users in the <br />State of Ohio on a per call basis; and <br />WHEREAS, they are also proposing the establishment of <br />automatic rate increases based on factors such as consumer price <br />index, which have little or nothing to do with the pricing of <br />telephone service; and <br />WHEREAS, they are proposing having higher rates in rural areas <br />than in urban areas of a telephone company's service territory; and <br />WHEREAS, they are proposing an end to the Public Utilities <br />Commission's regulation of telephone comp.any profits. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF MAYFIELD <br />VILLAGE, OHIO, THAT: <br />SECTION 1. That the Mayor and Council on behalf of the <br />residents and businesses of the Village of Mayfield do hereby and <br />herein strenuously oppose the proposed rule changes now being <br />considered by the Ohio Public Utilities Commissions and the Ohio <br />Telephone Association. <br />SECTION 2. The Clerk of Council is directed to certify a copy <br />of this Resolution to the Ohio Public Utilities Commission of Ohio, <br />and to the office of the Consumer's Counsel. <br />SECTION 3. The Council finds and determines that all formal <br />actions of the Council relating to the adoption of this Resolution <br />have been taken at open meetings of this Council; and that <br />deliberations of this Council and of its committees, resulting in <br />such formal action, tookâ˘place in meetings open to the public in <br />compliance with all statutory requirements including the <br />requirements of Section 121.22 of the Ohio Revised Code. <br />SECTION 4. This Resolution is hereby declared to be an <br />emergency measure necessary for the immediate preservation of the <br />health, safety and welfare of the residents of Mayfield Village for <br />the reason that such plan was necessary to encourage orderly <br />development in Mayfield Village.
