RESOLUTION NO. 2007-08 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />A RESOLUTION OPPOSING <br />THE QUARTERLY CUSTOMER SERVICE CHARGE IMPOSED <br />BY THE CITY OF CLEVELAND ON WATER BILLS <br />AND DECLARING AN EMERGENCY <br />WHEREAS, the residents of Mayfield Village are serviced by the City of <br />Cleveland Water Department; and <br />WHEREAS, effective January 1, 2007, the City of Cleveland has instituted a new <br />rate structure (actual consumption charge plus quarterly customer service charge) that it <br />believes will more accurately reflect the actual cost of services and help recover the drop in <br />consumption and subsequent revenue shortfall over the past decade; and <br />WHEREAS, as part of the new rate structure, the City of Cleveland is charging a <br />$7.00 quarterly customer service charge through 2010 to all consumers of Cleveland water <br />in order to cover costs for meter reading, bill generation, collections processing and core <br />customer service functions; and <br />WHEREAS, Mayfield Village has many residents on fixed incomes who will be <br />affected by the increase in rates. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF MAYFIELD <br />VILLAGE, OHIO THAT: <br />SECTION 1. That this Council hereby opposes the increase in water rates by the <br />City of Cleveland and urges the City of Cleveland to eliminate the $7.00 quarterly <br />customer service charge for Mayfield Village residents. <br />SECTION 2. That the Clerk of Council be and is hereby authorized and directed to <br />forward a certified copy of this Resolution to the Mayor of the City of Cleveland, all <br />members of the Cleveland City Council, the Cleveland Water Commissioner and the <br />Council of each of the 69 other communities that are consumers of Cleveland water. <br />SECTION 3. The Council finds and determines that all formal actions of the <br />Council relating to the adoption of this Resolution have been taken at open meetings of this <br />Council; and that deliberations of this Council and of its committees, resulting in such <br />formal action, took place in meetings open to the public in compliance with all statutory <br />requirements including the requirements of Section 121.22 of the Ohio Revised Code.
