RESOLUTION NO. 2006-02 INTRODUCED BY: Mayor Rinker and Council as a Whole , AN EMERGENCY RESOLUTION IN SUPPORT OF HOUSE BILL NO. 293 TO AUTHORIZE BOARDS OF COUNTY COMMISSIONERS TO ESTABLISH PROPERTY TAX PAYMENT LINKED DEPOSIT PROGRAMS TO ASSIST SENIOR CITIZENS AND PERMANENTLY AND TOTALLY DISABLED CITIZENS IN PAYING PROPERTY TAXES ON THEIR HOMESTEADS WHEREAS, according to the 2000 census data 18% of Cuyahoga County households are headed by persons 65 years of age or older. As many as 1,000 low income senior households are facing foreclosure for delinquent taxes in the coming year alone; and, WHEREAS, House Bill 293 would give a measure of property tax relief to qualifying seniors and disabled persons in the form of low interest loans. This bill will allow counties to establish customized linked deposit programs for seniors who meet certain age, income, equity, and residency requirements to defer all or part of their property taxes on their primary residence; and, WHEREAS, House Bill 293 does not impact the state budget and school districts will not see reduction in property tax value; and, WHEREAS, House Bill 293 will allow senior citizens to remain in their homes and enhance their quality of life. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF MAYFIELD VILLAGE, STATE OF OHIO, THAT: SECTION 1. That this Council hereby supports House Bill No. 293 to authorize Boards of County Commissioners to establish property tax payment linked deposit programs to assist senior citizens and permanently and totally disabled citizens in paying property taxes on their homesteads. SECTION 2. That the Clerk of Council be, and is hereby directed to forward a certified copy of this Resolution to State Senators Daniel Brady and Robert Spada; State Representatives Timothy DeGeeter and Dale Miller and Cuyahoga County Treasurer Jim Rokakis. SECTION 3. The Council finds and determines that all formal actions of the Council relating to the adoption of this Resolution have been taken at open meetings of this Council; and that deliberations of this Council and of its committees, resulting in such formal action, took place in meetings open to the public in compliance with all statutory requirements including the requirements of Section 121.22 of the Ohio Revised Code.
