RESOLUTION NO. 2006-02 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole , <br />AN EMERGENCY RESOLUTION IN SUPPORT OF HOUSE BILL NO. <br />293 TO AUTHORIZE BOARDS OF COUNTY COMMISSIONERS TO <br />ESTABLISH PROPERTY TAX PAYMENT LINKED DEPOSIT <br />PROGRAMS TO ASSIST SENIOR CITIZENS AND PERMANENTLY AND <br />TOTALLY DISABLED CITIZENS IN PAYING PROPERTY TAXES ON <br />THEIR HOMESTEADS <br />WHEREAS, according to the 2000 census data 18% of Cuyahoga County <br />households are headed by persons 65 years of age or older. As many as 1,000 low <br />income senior households are facing foreclosure for delinquent taxes in the coming <br />year alone; and, <br />WHEREAS, House Bill 293 would give a measure of property tax relief to <br />qualifying seniors and disabled persons in the form of low interest loans. This bill will <br />allow counties to establish customized linked deposit programs for seniors who meet <br />certain age, income, equity, and residency requirements to defer all or part of their <br />property taxes on their primary residence; and, <br />WHEREAS, House Bill 293 does not impact the state budget and school <br />districts will not see reduction in property tax value; and, <br />WHEREAS, House Bill 293 will allow senior citizens to remain in their homes <br />and enhance their quality of life. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF MAYFIELD <br />VILLAGE, STATE OF OHIO, THAT: <br />SECTION 1. That this Council hereby supports House Bill No. 293 to authorize <br />Boards of County Commissioners to establish property tax payment linked deposit <br />programs to assist senior citizens and permanently and totally disabled citizens in paying <br />property taxes on their homesteads. <br />SECTION 2. That the Clerk of Council be, and is hereby directed to forward a <br />certified copy of this Resolution to State Senators Daniel Brady and Robert Spada; State <br />Representatives Timothy DeGeeter and Dale Miller and Cuyahoga County Treasurer Jim <br />Rokakis. <br />SECTION 3. The Council finds and determines that all formal actions of the Council <br />relating to the adoption of this Resolution have been taken at open meetings of this <br />Council; and that deliberations of this Council and of its committees, resulting in such <br />formal action, took place in meetings open to the public in compliance with all statutory <br />requirements including the requirements of Section 121.22 of the Ohio Revised Code. <br />
