RESOLUTION NO. 2005-21 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />AN EMERGENCY RESOLUTION IN SUPPORT OF ISSUE 7 PROPOSING A 3.9-MILL <br />CONTINUING REPLACEMENT LEVY FOR THE CUYAHOGA COUNTY BOARD OF <br />MENTAL RETARDATION AND DEVELOPMENTAL DISABILITIES <br />WHEREAS, the voters of Cuyahoga County in 2000 approved a 3.9-mill levy to <br />fund services and programs for children and adults with mental retardation and other <br />developmental disabilities; and <br />WHEREAS, that tax levy expired at the end of 2004; and <br />WHEREAS, the Board of Commissioners has submitted for the November 8, 2005 <br />ballot a 3.9-mill replacement levy for a continuing period of time in order to continue <br />funding of these services and to allow more individuals to be served; and <br />WHEREAS, the funds derived from this levy have been and will continue to be <br />used to provide education, training, job placement, speech language, occupational and <br />physical therapies, and residential care for citizens in this county with mental retardation <br />and developmental disabilities to enable them to become contributing citizens; and <br />WHEREAS, the Cuyahoga County Board of Mental Retardation and <br />Developmental Disabilities has demonstrated its continued ability to manage effectively <br />the trust placed in its hands by the electorate; and <br />WHEREAS, without passage of this levy, there will be no more local funding for <br />services to individuals with mental retardation and other developmental disabilities, and <br />most of the state and federal funding, which is matching funds, will be lost; and <br />WHEREAS, research shows that there are an additional 1,200 individuals with <br />mental retardation and other developmental disabilities who will seek services in the next <br />five (5) years and up to 500 individuals needing residential facilities and services for whom <br />these services are not now available; and <br />WHEREAS, the Cuyahoga County Board of Mental Retardation and <br />Developmental Disabilities serves these residents of our community. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF MAYFIELD <br />VILLAGE, OHIO, THAT: <br />SECTION 1. The Mayor and Council hereby and herein endorse the proposed <br />3.9-mill continuing replacement levy for the Cuyahoga County Board of Mental <br />Retardation and Developmental Disabilities, which will appear as Issue 7 on the <br />November 8, 2005 ballot. <br />SECTION 2. The Council finds and determines that all formal actions of the <br />Council relating to the adoption of this Resolution have been taken at open meetings of <br />this Council; and that deliberations of this Council and of its committees, resulting in such <br />formal action, took place in meetings open to the public in compliance with all statutory <br />requirements including the requirements of Section 121.22 of the. Ohio Revised Code. <br />
