RESOLUTION NO. 2005-22 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />AN EMERGENCY RESOLUTION <br />AUTHORIZING THE FINANCE DIRECTOR TO SEEK FINANCIAL ASSISTANCE <br />FROM THE OHIO EPA THROUGH ITS DIVISION OF ENVIRONMENTAL <br />FINANCIAL ASSISTANCE FOR FUNDING OF THE MAYFIELD VILLAGE <br />COMPREHENSIVE SEWER CONVERSION PROGRAM <br />WHEREAS, the Village seeks to convert as many home sewer treatment <br />systems to sanitary sewer systems as soon as feasibly possible; and <br />WHEREAS, the Village has authorized the Mayor and the Finance <br />Director to apply for Issue II funds with Resolution 2005-20 seeking financial <br />assistance for the Mayfield Village Comprehensive Sewer Conversion Program; <br />and <br />WHEREAS, in an effort to alleviate the financial burden of sewer <br />conversion on residents, the Village also intends to apply for Water Pollution <br />Control Loan Fund financial assistance; and <br />WHEREAS, the Village has conducted a capital inventory and needs <br />assessment and has determined that it is necessary to submit applications for <br />financial assistance for Capital Infrastructure Improvement Projects. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF MAYFIELD <br />VILLAGE, OHIO THAT: <br />SECTION 1. The Finance Director is hereby authorized to apply directly to <br />the Ohio Environmental Protection Agency for the financial assistance for the <br />following capital infrastructure improvement project. <br />The Mayfield Village Comprehensive Sewer Conversion Project <br />SECTION 2. The Mayor and/or Finance Director is further authorized to <br />enter into any agreements as may be necessary and appropriate for obtaining this <br />financial assistance, as approved as to form by the Village Law Director, and in <br />accordance with all authority granted to and limitations upon the Village Director of <br />Finance. <br />SECTION 3. The Council finds and determines that all formal actions of the <br />Council relating to the adoption of this Resolution have been taken at open <br />meetings of this Council; and that deliberations of this Council and of its <br />committees, resulting in such formal action, took place in meetings open to the <br />public in compliance with all statutory requirements including the requirements of <br />Section 121.22 of the Ohio Revised Code. <br />
