RESOLUTION NO. 96-08 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />A RESOLUTION <br />.OPPOSING THE ADOPTION OF HOUSE BILL 598 <br />WHICH WOULD PRECLUDE LEVYING A MUNICIPAL INCOME TAX <br />UPON NON-RESIDENTS WHO ARE EMPLOYED WITHIN A MUNICIPALITY. <br />WHEREAS, House Bill 598 was recently introduced into the Ohio <br />House of Representatives by Representative Grendell and that bill <br />simply makes the municipal income tax apply to residents of the <br />municipality levying the tax and eliminates those who come into the <br />City or Village to work from the municipal income tax base; and <br />WHEREAS, many cities and villages including the Village of <br />Mayfield, would see major reductions in their tax yield; and <br />WHEREAS, the Council of the Village of Mayfield and its <br />Administration wishes to voice its opposition to the adoption of <br />House Bill 598 as being detrimental to the ability of the Village <br />to generate income. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF HAYFIELD <br />VILLAGE, OHIO, THAT: <br />SECTION 1. That the Administration and Council of the Village <br />of Mayfield are opposed to the adoption of House Bill 598 and urges <br />all state legislatures to do defeat it. <br />SECTION 2. That the Clerk of Council is authorized and <br />directed to forward a certified copy of this Resolution to the <br />Clerk of the Ohio House of Representatives, State Representative <br />Grendell, State Representative Mike Wise, and Governor George <br />Voinivich. <br />SECTION 3. The Council finds and determines that all formal <br />actions of the Council relating to the adoption of this Resolution <br />have been taken at open meetings of this Council; and that <br />deliberations of this Council and of its committees, resulting in <br />such formal action, took place in meetings open to the public in <br />compliance with all statutory requirements including the <br />requirements of Section 121.22 ~of the Ohio Revised Code. <br />SECTION 4. This Resolution shall take effect upon signature <br />by the Mayor and vote of Council or otherwise at the earliest time <br />allowed by law. <br />~~~ <br />MARK FIXL R, <br />Council President <br />
