Resolution l~To. 96-09 <br />Introduced by Mayor Bruce G. Linker ar~d Council as a Whole. <br />A RE~OLVTION PROCLAIMII~IG APRIL AS FAIR HOUSING MONTH <br />WHEREAS, the Board of Commissioners of Cuyahoga County, Ohio, <br />unanimously passed resolution #605318, on January 31, 1986, which urged every <br />local government to ''work cooperatively in affirmatively furthering fair housing" <br />and which lent its full support to "the prosecution of any acts of racial intimidation, <br />harassment or violence; and to the affirmation the civil rights of every homeseeker <br />and r~~ident of Cuyahoga County." <br />WHEREAS, Resolution #931337 dated April 5, 1979; declared the policy and <br />intent of Cuyahoga County' Board of Council Commissioners in favor of Fair and <br />Equal Opportunity in Housing in Cuyahoga County. <br />WHEREAS, recent studies have documented the continued incidence of <br />discrimination in this county's housing market and the existence of segregated <br />communities and school districts. <br />WHEREAS, there exist areas in this county which are integrating successfully <br />and which are in need of support to assure their continued existence as racially <br />diverse communities. <br />WHEREAS, it is the goal of this government to eliminate housing <br />discrimination and assure the rigl-~ts of every citizen to buy, rent or sell housing <br />without regard to race, color, sex, religion, familial status, national origin . or <br />handicap as guaranteed by Title XIII of the Civii Rights Act as amended and the laws <br />of the State of Ohio, <br />WHEREAS, on January 17, 1994, the 65th birthday celebration of the late Dr. <br />Martin Luther King, slain Civil Rights Leader, the President of the United States <br />passed an Executive Order to .reaffirm HUD's commitment to Fair Housing. In his <br />memorandum to the heads of the Executive Departments and Agencies, the <br />President states; "By an Executive Order I am issuing today and this memorandum, I <br />am addressing those needs." The Secretary of Housing and Urban Development <br />and, where appropriate, -the Attorney General--the officials with the primary <br />responsibility for the enforcement of Federal fair housing laws--will take the lead in <br />developing and coordinating measures to carry out the purposes of this order, in <br />order to affirmatively further fair housing in all Federal programs and activities <br />relating to Housing and Urban Develobinent throughout the United States. <br />WHEREAS, on March 12, 1989, the' 1988 Fair Housing Amendments Act <br />became effective and added two new protected classes, the familial status and the <br />handicapped. <br />
