RESOLUTION NO. 96-21 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />AN EMERGENCY RESOLUTION <br />OPPOSING THE STATE OF OHIO BEING SELECTED AS <br />THE RECEIVER OF HAZARDOUS RADIOACTIVE NUCLEAR WASTE <br />FROM OTHER STATES <br />WHEREAS, on June 9, 1995, Governor George Voinovich signed <br />Senate Bill 19 which designates the State of Ohio as the first low- <br />level radioactive waste dumping site for six midwestern states; and <br />WHEREAS, the "low-level" radioactive wastes that will be put <br />into this dump are very highly toxic and long-lived radioactive <br />materials, including all wastes from nuclear power plants except <br />the "high-level" radioactive fuel rods; and <br />WHEREAS, there is no safe technology for disposal of "low- <br />level" radioactive waste, and the taxpayers in the State of Ohio <br />will take permanent title to and environmental and economic <br />liability for a dump that is damaging the environment and <br />jeopardizing the health and welfare of the citizens of the State of <br />Ohio; and <br />WHEREAS, this Resolution constitutes an emergency measure <br />providing for the immediate preservation of the public health, <br />safety and welfare. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF HAYFIELD <br />VILLAGE, OHIO, THAT: <br />SECTION 1. That this Council strongly opposes the State of <br />Ohio being selected as the receiver of hazardous radioactive <br />nuclear waste from other states. <br />SECTION 2. That the Clerk of Council is hereby authorized and <br />directed to cause a fully executed duplicate of this Resolution to <br />be mailed to George V. Voinovich, Governor of the State of Ohio; <br />Stanley J. Aronoff, President of the Ohio State Senate; and Joanne <br />Davidson, Speaker of the House of Representatives. <br />SECTION 3. The Council finds and determines that all formal <br />actions of the Council relating to the adoption of this Resolution <br />have been taken at open meetings of this Council; and that <br />deliberations of this Council and of its committees, resulting in <br />such formal action, took place in meetings open to the public in <br />compliance with all statutory requirements including the <br />requirements of Section 121.22 of the Ohio Revised Code. <br />SECTION 4. This Resolution is hereby declared to be an <br />emergency measure necessary for the immediate preservation of the <br />health, safety and welfare of the residents of Mayfield Village. <br />It shall, therefore, take effect immediately upon passage by the <br />affirmative vote of not less than five (5) members elected to <br />
