RESOLUTION 96-22 <br />INTRODUCED BY: Mayor Bruce G. Rinker and Council as a Whole <br />A RESOLUTION EXPRESSING CONCERN <br />OVER THE PROPOSED CHANGES IN THE ADMINISTRATION <br />OF THE STATE'S WATER POLLUTION CONTROL LOAN FUND <br />(WPCLF) AND DECLARING AN EMERGENCY. <br />WHEREAS, it appears that these changes could dramatically reduce the financial <br />assistance that is available for improvements to Greater Cleveland's core infrastructure programs <br />for water pollution abatement; and <br />WHEREAS, this change would, in turn, lead to higher sewer user charges and a slowing <br />of environmental restoration in the Greater Cleveland area; and <br />WHEREAS, if loan assistance for non-traditional projects is acost-effective way to <br />restore water quality, it should considered; <br />BE IT RESOLVED BY THE COUNCIL OF MAYFIELD VILLAGE, OHIO, THAT: <br />Section 1. The Mayor and Council of Mayfield Village, Ohio on behalf of themselves and <br />the residents of the Municipality hereby urge the Ohio EPA to reverse the proposed action and to <br />continue providing financial assistance for traditional projects that have been planned in response <br />to state and federal regulatory requirements as a primary objective of the loan program. <br />Section 2. The Clerk of Council is hereby authorized and directed to prepare duplicate <br />original copies of this Resolution. One such original shall be included with our letter to the Ohio <br />EPA. The other original shall be placed in the permanent records of the Village. <br />Section 3.
