ORDINANCE NO. 96- 04 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />AN EMERGENCY ORDINANCE <br />AUTHORIZING A CONTRACT WITH THE URBAN CENTER <br />OF THE LEVIN COLLEGE OF URBAN AFFAIRS <br />AT CLEVELAND STATE UNIVERSITY <br />WHEREAS, Cleveland State University, through its Urban Center <br />of the Levin College of Urban Affairs, has submitted a proposal for <br />an economic and fiscal impact analysis of a mixed-use real estate <br />development in Mayfield Village on the last major undeveloped <br />portion of the Village in the area bounded by S.O.M. Center Road, <br />I-271, Highland Road, and White Road; and <br />WHEREAS, The proposal, attached hereto and incorporated herein <br />as Exhibit A, is quoted at $20,000.00 for the complete study and <br />analysis. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF MAYFIELD <br />VILLAGE, OHIO, THAT: <br />SECTION 1. That the Mayor is hereby and herein authorized and <br />directed to enter into an agreement with the Urban Center of the <br />Levin College of Urban Affairs at Cleveland State University,to <br />perform an economic and fiscal impact analysis of the northwest <br />quadrant of the Village, currently undeveloped, pursuant to the <br />terms and conditions as set forth in their.proposal dated January <br />22, 1995, attached hereto and incorporated herein as Exhibit A. <br />SECTION 2. The Mayor and the Director of Finance are hereby <br />and herein authorized to compensate the aforementioned entity in an <br />amount not to exceed $20,000.00, pursuant to the terms set forth in <br />the proposal and Exhibit A. SECTION 3. The Council finds and determines that all formal <br />actions of this Council relating to the adoption of this Ordinance <br />have been taken at open meetings of this Council; and that <br />deliberations of this Council and of its committees, resulting in <br />such formal action, took place in meetings open to the public, in <br />compliance with all statutory requirements including the <br />requirements of Section 121.22 of the Ohio Revised Code. <br />SECTION 4. This Ordinance is hereby declared to be an <br />emergency measure iaunediately necessary for the health, safety and <br />welfare of the residents of Mayfield Village, Ohio, and for the <br />further reasons set forth in the preamble hereof. It shall, <br />therefore, take effect immediately upon the passage by the <br />affirmative vote of not less than five (5) members elected to <br />Council and approval by the Mayor or otherwise at the earliest time <br />allowed by law.
