The Urban Center's <br />Project Team <br />The Urban Center's mission is to help improve governance of the public sector <br />by offering education, training, leadership development, management consultation and <br />technical assistance to officials and administrators of public and not-for-profit <br />organizations. <br />The collective abilities of all our people have been responsible for our past <br />accomplishmerrts artctare irtctispensable to the achievement ofi our future goals and <br />objectives. The staff assigned to the project are energetic professionafs with proven <br />track records who have repeatedly demonstrated their capabilities and strong desire to <br />provide quality service in a responsible, timely, and efficient manner. <br />An essential component of the value-added nature of our services is the <br />professional team we have committed to serve you. In selecting the project staff, we <br />recognize the need for both the highest level of professional competence and the <br />proper talents to assist you. We believe the project team we have selected has the <br />blend of necessary ingredients to make the relationship satisfying and beneficial to you. <br />. The Urban Center's project team will be directed by Dr. Robert Simons, AICP, <br />and Kevin E. O'Brien. The project team features a combination of academic, <br />consulting and technical assistance experience, including: <br />Robert Simons, Ph.D., AICP. Associate Professor of Planning and Development. <br />Dr. Simons has over 12 years of real estate consulting experience. He has <br />published numerous articles on various aspects of real estate and planning. Dr. <br />Simons teaches graduate courses on plan implementation, public sector economics, <br />real estate market analysis and devetopment finance in the Levin College of Urban <br />Affairs at Cleveland State University. He holds Master and Ph.D. degrees in Planning <br />from the University of North Carolina. <br />Kevin E. O'Brien, Director of the State & Intergovernmental Initiatives Program. <br />Mr. 0'Brien has over 15 years of experience in govemment finance, <br />management and operations in the public and private sectors. He is formerly a <br />Management Analyst in the Municipal Finance Department of Moody's Investors <br />Service and a finance and management aide in the Mayor's Office in New York City. <br />Public Management Program Page 8
