(b) The construction, erection, safety, maintenance and painting of all signs shall
<br />be in accordance with this chapter and with the Municipal Building Code. The
<br />provisions of this chapter shall not amend or in any way modify other codes,
<br />rules or regulations governing traffic signs within the municipality or other
<br />signs erected by public authority within the municipality.
<br />( c.) The display of official public notices and the flag, emblem or insignia of an
<br />official government body shall not be affected by these regulations. Nor shall
<br />signs used for safety purposes relative to the repair or maintenance of streets,
<br />sidewalks or of utilities in the public right-of-way be affected by the provi-
<br />sions of these regulations. Name and informational signs containing emblems
<br />of service clubs, places of worship, civic organizations and the like consoli-
<br />dated within a single frame placed on public property with permission of the
<br />Building commissioner are not subject to these regulations provided such
<br />emblems do not exceed three square feet in area, the frame does not exceed
<br />six feet above natural grade and the sign is not illuminated.
<br />(d) The provisions of this chapter shall not apply to patriotic lighting or holiday
<br />display lighting.
<br />1185.03 DEFINITIONS; CLASSIFICATION OF SIGNS.
<br />(a) Sign Defined. "Sign means any display, figure, work, number, symbol,
<br />geometric shape, model, painting, drawing, placard, letter, poster, pennant,
<br />insignia, device or other structure or representation of combinations thereof
<br />visible from a public way which is.:'iiesigned,,:.intended or -used to convey a
<br />message, advertise, inform or direct attention to . a.person, institution,
<br />organization, business activity; .place, object or product.
<br />(b) Classification by Functional Tvne.
<br />(1) "Abandoned Sign" means a sign which no longer directs or exhorts,
<br />advertises a bona fide business, lessor, lessee, owner, product or activity
<br />conducted or available on the premises where the sign is located.
<br />(2) "Billboard" means a sign directing attention to a specific business,
<br />product, service, entertainment or any other activities sold, offered or
<br />conducted elsewhere than upon the same lot on which the sign is located.
<br />(3) "Bulletin Board" means an announcement sign which directs attention
<br />to and which is located on the lot of a public or semi-public institution,
<br />or of a charitable or religious facility.
<br />(4) "Business Sien (general advertising)" means a sign advertising the
<br />name of a business or establishment, the goods or commodities sold
<br />and/or brand names thereof, or services rendered on the lot which the
<br />sign is located.
<br />(5) "Development Sisn" means a sign directing attention to the promotion,
<br />development or construction of a building or subdivision or property on
<br />the parcel of land on which the sign is located and which bears the
<br />name, address, sublot number or other identifier of the contractor or the
<br />name, owner or manager of the development.
