RESOLUTION NO. 97-08 <br />INTRODUCTED BY: Mayor Bruce G. Rinker and Council as a Whole <br />A RESOLUTION PROCLAIlVffNG TUESDAY, MAY 20"', AS <br />OZONE ACTION AWARENESS DAY <br />SECTION 1. The OZONE ACTION DAY PROGRAM encourages people to voluntarily <br />make behavioral changes which will benefit the air we all breath. Such changes include: riding <br />the bus, sharing a ride or carpooling, walking, biking whenever possible, combining trips and <br />eliminating unnecessary trips, refueling vehicles after 7:00 PM on an Ozone Action Day, do not <br />top offtank, driving smoothly and avoiding "jack-rabbit" starts, delaying lawn maintenance <br />using gasoline-powered equipment until after 7:00 PM on an Ozone Action Day, not using <br />charcoal lighter fluid, solvent-based paints or degreasers until after 7:00 PM on an Ozone Action <br />Day. <br />SECTION 2. Even though Northeast Ohio is in compliance with federal standards, our <br />area counties, (Ashtabula, Cuyahoga, Geauga, Lake, Lorain, Medina, Portage and Summit) <br />must maintain improved air quality for ten years. The failure to maintain may result in costly <br />mandates on businesses and consumers which in turn would harm the area's ability to <br />retain/attract manufacturing jobs. <br />SECTION 3. Ozone pollution poses a health risk to seniors and children and those with <br />asthma or other respiratory problems, affecting lung tissue, Ozone can also be haxmful to <br />breathing passages and can cause eye and throat irritation. <br />SECTION 4. During a declared "OZONE ACTION DAY" when specific weather <br />conditions (90 + degrees, little cloud cover and little wind) coupled with air pollution, <br />businesses, local governments and area residents are encouraged to take actions to reduce the <br />emissions that cause ground level ozone. <br />SECTION 5. This resolution is hereby declared to proclaim Tuesday, May 20"', 1997 as <br />OZONE ACTION AWARENESS DAY. As an Ozone Action Day Partner, the residents of <br />Mayfield Village pledge to do their part to preserve air quality on OZONE ACTION DAYS and <br />to avoid activities that will pollute our air. It shall, therefore, take effect immediately upon <br />passage by the affirmative vote of not less than five (5) members elected to Council and <br />approval by the Mayor or otherwise at the earliest time allowed by law. <br />? <br />NftK F R, <br />Council President
