RESOLUTION NO. 97-09 <br />INTRODUCED BY: Mayor Bruce G. Rinker and Council as a Whole <br />A RESOLUTION PROCLAIlVIING MARCH 24-30, 1997 <br />CONIMUNITY DEVELOPMENT BLOCK GRANT (CDBG) WEEK IN <br />CUYAHOGA COUNTY <br />"SIGNS OF PROGRESS*SIGNS OF SUCCESS" <br />WHEREAS, the week of March 24-30, 1997, has been designed as National Community <br />Development Week, and Cuyahoga County is a participant in the COMMUIVITY <br />DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM which is a federally funded program <br />that has operated since 1974 to provide local governments with the resources to support <br />community building, neighborhood revitalization and business expansion; and <br />WHEREAS, Mayfield Village joins the Cuyahoga County Board of Commissioners in <br />recognizing that the COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM is a <br />partnership of government, business, nonprofit community organizations, and that the services <br />funded by the Program, administered by the County and often delivered by local nonprofit <br />organizations and municipalities, rely on the dedication, commitment and goodwill of our <br />combined efforts; and <br />WHEREAS, during this time of constricted State and Federal contributions to the task of <br />addressing our nation's economic and social problems, the challenges have grown as evidenced <br />by the dwindling supply of affordable housing, massive rise in homelessness, and increasing <br />need to create substantial job opportunities and reduce the ever growing poverty rate; and <br />WHEREAS, Cuyahoga County has received over $70 million in CDBG funds since 1975 to <br />support locally defined needs and long standing community challenges including the <br />construction of senior centers for the elderly and child care facilities, addressing housing <br />discrimination, tenant and mortgage foreclosure issues, providing services for the handicapped <br />and providing loans for commercial revitalization projects which has leveraged private <br />investment, created and retained significant jobs;-and <br />WHEREAS, the COMMiJNITY DEVELOPNIENT BLOCK GRANT PROGRAM has assumed <br />increasing importance for meeting pressing community challenges, and the Congress and the <br />nation have often minimized the critical value of the Program and the significant number of <br />organizations, businesses, and community projects that rely on its funds for support; so <br />NOW THEREFORE, BE IT RESOLVED that Mayfield Village hereby reaffirms its support <br />for the COMMUIVITY DEVELOPMENT BLOCK GRANT PROGRAM and calls upon <br />Congress to continue its commitment to this vital program within the Federal Budget at <br />increased authorization levels; and <br />BE IT RESOLVED, that Mayfield Village, hereby petitions the US Congress and <br />Administration to recognize the outstanding work being done locally and nationally by the
