RESOLUTION 97-10 <br />INTRODUCED BY: Mayor Bruce G. Rinker and Council as a Whole <br />A RESOLUTION OF APPRECIATION TO DR. DAVID C. ABSOTT <br />WHEREAS, upon the completion of his sixth year as Superintendent of the Mayfield <br />School system, Dr. David Abbott has demonstrated unique skills as an effective and capable <br />leader; his integrity, skill and personality have left a lasting mark on the Mayfield Schools for <br />which the school community is grateful and for which he is due our recognition and thanks; <br />and <br />WHEREAS, among Dr. Abbott's many accomplishments are the following highlights: <br />• Student academic achievement in the Mayfield City School District, across the board in all <br />subject and grade levels tested, is higher now than at any other time in the District's <br />recorded history, with such specific results as signi.ficant increases of Mayfield students in <br />national mean percentiles in standardized test scores across all grade levels; within the State <br />of Ohio, success on the 4', 6' and 9' grade proficiency tests have ranked Mayfield in the top <br />5% of state school districts; ACT and college board scores of Mayfield students are well <br />above national, state and comparative school scores; <br />By actively seeking out and promoting innovation, Superintendent Abbott has achieved <br />significant cost savings: labor negotiations during his tenure have resulted in budgets <br />under the CPI in the school's five unions; 2.3 million dollars in savings in health care costs <br />have been achieved through collective bargaining; restructuring of the teaching day has <br />significantly increased actual teaching time while concurrently realizing a cost savings of <br />over $300,000 per annum; revision of bus driver's schedules has reduced operating expenses <br />by $150,000 per annum; revamping of the food sezvice department duxing the course of a <br />three-year period has reversed an annual debt of over $165,000 to an annual profit; <br />• He actively engaged local communities to re-evaluate tax abatement issues and thereby <br />secured for the school district over $400,000 in annual revenues for the next 15 years; <br />• He promoted and participated in various busixiess forums and improved intradistrict <br />communication between the four political subdivisions which comprise the Mayfield School <br />System as well and the many businesses, large and small, which lie within the District; by <br />aggressively tapping the resources of local businesses, several of which are large <br />international operations, Dr. Abbott improved benchmarking techniques, work study <br />programs, and the contributions of time, personnel, services and a variety of other resource§% <br />the private sector offers to the Mayfield public school system.
