9 CHARTER Art. III, Sec. 8 <br />SECTION 6. CLERK OF COUNCIL. <br />The Council shall appoint the Clerk of Council at the <br />expiration of the term of office of the .incumbent <br />Clerk-Treasurer. The Clerk shall give notice of the Council. <br />meetings, keep the journal of its proceedings, authenticate by <br />his signature. and record in full, in a book kept for the <br />purpose, all ordinances and resolutions of Council and perform <br />such other duties as shall be required by this Charter or by <br />ordinance or resolution of the Council. <br />SECTION 7. SALARIES, BONDS AND COMPENSATION. <br />(a) The Council shall have the power to fix all <br />compensation paid by the Municipality and the salary of its own <br />members except as otherwise provided in this Charter. Any <br />person may be required by the Council, from time=to-time, to <br />furnish a bond for the faithful performance of that person's <br />duties and the Council shall provide that the premium for such <br />bond be paid by the Municipality. The Council shall not <br />increase the compensation for itself or the Mayor from and <br />after the effective date of this section unless such increase <br />in compensation has been enacted by ordinance and submitted to <br />the electorate for approval by a majority vote thereof. Such <br />compensation, when so fixed, shall become effective on the <br />first day of January of the following year and shall remain in <br />effect unless and until increase in accordance with this <br />section.. Council may decrease compensation for itself and the <br />Mayor at its sole discretion. Each member of Council shall be <br />compensated equally, both newly elected members and those <br />serving the balance of a term. <br />~(b). The Council shall, in accordance with this section, <br />fix the salaries of all elective and appointive officials. The <br />Council, or the Mayor with the concurrence of the Finance <br />Director, may authorize the payment or reimbursement of <br />expenses incurred by any official, employee or member of any <br />board or commission of the Municipality for travel or otherwise <br />in the interest of the Municipality, except that any such <br />expense incurred by the Mayor must be approved by the Council. <br />(Amended 11-4-86.)~ <br />SECTION 8. COUNCIL MEETINGS. <br />(A) The Council shall hold at least one regular meeting <br />in each calendar month. A majority of the members of the <br />Council shall constitute a quorum. for the transaction of <br />business at any meeting of the Council, but a lesser number may <br />adjourn the meeting from time to time. At any meeting at which <br />a quorum is present, any ordinance or resolution may be passed <br />or adopted, or any other action may be taken, by the <br />affirmative vote of a majority of members of the Council unless <br />a larger number be required by the provisions of this Charter. <br />1990 Replacement <br />
