(f) "Public building" means any meeting place, lodge room „ church, library, school, dormitory, college, hospital, sanitarium, nursery or other structure designed for use by twenty-five or more persons. 1345.02 INSTALLATION IN NEW DWELLING UNITS. Each dwelling unit, the construction of which is commenced on or after the effective date of this section, (Ordinance NO. 90-44 passed November 19, 1990) shall prior to the occupation thereof be equipped with a properly installed mechanical garbage disposal, which conforms to the specifications set forth in Section 1345.04. 1345.03 INSTALLATION IN OTHER BUILDINGS. Every building, store room, club, lodge, home, school, business establishment or place, other than a dwelling unit, .the use of which results in the production of garbage, and the construction, remodelling or equipping of which is commenced on or after the effective date of this section ( Ordinance NO. 90- 44, passed November 19, 1990), shall prior to the occupancy or use thereof be equipped with a properly installed mechanical garbage disposer which conforms to the specifications set forth in Section 1345.04. 1345.04 REQUIREMENTS FOR MECHANICAL GARBAGE DISPOSERS. (a) A mechanical garbage disposer shall not be installed or accepted unless it meets all of the following minimum specifications: 1. That it will operate with water flowing into the grinder and through the sink and drain line; 2. That it will discharge. wastes at a reasonably uniform rate, in the fluid form which shall flow readily through an approved standard trap, drain line or fail line, of the type and size required in the present Dwelling House Code of the Municipality, and in a manner which. will prevent clogging or stoppage of the drain line or sewerage system; 3. That it shall be of such construction and have such operation characteristics that at least forty percent of all material discharged from it shall pass a number eight sieve, at least sixty-five percent shall pass a number three sieve, and 200 percent shall pass a one-half inch screen;
