The Director of Finance is hereby authorized <br />and directed to draw warrants for payments of any of the <br />foregoing appropriations upon receiving the proper certificates <br />and vouchers therefore, approved by the Council of Mayfield <br />Village, Ohio, or officers authorized by law to approve the same, <br />or by Ordinance or Resolution of Council to make expenditures, <br />provided that no warrant be drawn or paid for salaries or wages <br />except to persons employed by authority of and in accordance with <br />law or Ordinance. <br />SECTION 3. The Director of Finance is further authorized <br />and directed to forward a certified copy of this Ordinance to the <br />Office of Cuyahoga County Budget Commission immediately upon its <br />passage and signature by the Mayor. <br />SECTION 4. The Council finds and determines that all <br />formal actions of this Council relating to the adoption of this <br />Ordinance have been taken at open meetings of this Council; and <br />that deliberations of this Council and of its committees, <br />resulting in such formal action, took place in meetings open to <br />the public, in compliance with all statutory requirements <br />including the requirements of Section 121.22 of the Ohio Revised <br />Code. <br />SECTION 5. This Ordinance is hereby declared to be an <br />emergency measure immediately necessary for the health, safety <br />and welfare of the residents of Mayfield Village, Ohio, for the <br />reason that the action taken herein provides the continuing and <br />necessary governmental services. It shall, therefore, take <br />effect immediately upon the passage by the affirmative vote of <br />
