RESOLUTION NO. 91-91 <br />INTRODUCED BY: Mayor Carmen and Council as a Whole <br />A RESOLUTION <br />PROCLAIMING NOVEMBER 17-23, 1991 AS WINTER SAFETY WEER <br />WHEREAS, over the past years, Ohio has experienced many snow <br />emergencies wherein the blizzard of 1978 left 66 dead and <br />millions of dollars in damage in its wake and other snow <br />emergency throughout this period and subsequent periods cost <br />another 87 Ohioans their lives. <br />WHEREAS, many people die needlessly each winter because they <br />do not heed or are not aware of safety precautions that might <br />save their lives. <br />WHEREAS, a weather test will be conducted on Wednesday, <br />November 20, 1991 at 11:00 a.m. which will be specifically <br />designated for Countywide testing of the Emergency Broadcast <br />System and other appropriate components of emergency management. <br />WHEREAS, community awareness, preparedness and planning for <br />such threats of blizzards, ice and snow storms can result in the <br />saving of lives and prevention of injury, particularly among <br />special populations such as senior citizens, the handicapped, <br />indigent and homeless. <br />BE IT RESOLVED BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THAT: <br />SECTION 1. The Council of Mayfield Village joins Governor <br />George V. Voinovich ~in proclaiming November 17-23, 1991 as "Ohio <br />Winter Safety Week" in and throughout Cuyahoga County. <br />SECTION 2. The Council finds and determines that all formal <br />actions of this Council relating to the adoption of this <br />resolution have been taken at open meetings of this Council; and <br />that deliberations of this Council and of its committees, <br />resulting in such formal action, took place in meetings open to <br />the public, in compliance with all statutory requirements <br />including the requirements of Section 121.22 of the Ohio Revised <br />Code. <br />
