M.V. ORDINANCE NO. 91-32 <br />Page 2 <br />SECTION 2. The Clerk of Council is hereby authorized and <br />directed to certify a copy of this Ordinance to the Cuyahoga <br />County Board of Elections for approval or rejection by the <br />electorate of Mayfield Village, Ohio, at the General Election to <br />be held on November 5, 1991, pursuant to Article III, Section 7, <br />of the Charter of Mayfield Village, Ohio, and directs the Clerk <br />of Council to take whatever other steps necessary in order to <br />comply with all directives of the said Board of Elections in <br />order to secure placement on the ballot as aforesaid. <br />SECTION 3. The Director of Law is hereby authorized and <br />directed to confer with the Board of Elections of Cuyahoga <br />County, Ohio, and the Secretary of State for the State of Ohio <br />regarding the ballot question and to make any changes necessary <br />to comply with current election law so long as the substance of <br />any issue is not changed. In the event of the necessity of a <br />substantial change of any issue, the Council shall first be <br />consulted. <br />SECTION 4. The Clerk of Council is hereby authorized and <br />directed to wither mail a copy of the full text of the proposed <br />Ordinance at least thirty (30) days prior to the date of the <br />election as set forth in this Ordinance to each elector of the <br />Municipality whose name appears upon the registration books for <br />the last regular election held in the Municipality or shall cause <br />the full text of the proposed Ordinance to be published once a <br />week for not less than two (2) consecutive weeks in a newspaper <br />of general circulation in the Municipality with the first <br />publication being at least fifteen (15) days prior to the <br />election. <br />SECTION S. All prior Ordinances inconsistent with this <br />Ordinance, in whole or in part, are repealed to the extent <br />necessary to avoid conflict with this Ordinance. <br />SECTION 6. The.Council finds and.determines that all <br />formal actions of this Council relating to the adoption of this <br />Ordinance have been taken at open meetings of this Council; and <br />that deliberations of this Council and of its committees, <br />resulting in such formal action, took place in meetings open to <br />the public, in compliance with all statutory requirements <br />including the requirements of Section 121.22 of the Ohio Revised <br />Code. <br />SECTION 7. This Ordinance is hereby declared to be an <br />emergency measure immediately necessary for the health, safety <br />and welfare of the residents of Mayfield Village, Ohio, for the
