The Director of Finance is hereby authorized to draw warrants for payment for items that were encumbered against a prior year appropriation evidenced by an approved purchase order that was dully approved and encumbered in a prior year. The December 31, 1990 Encumbrances were as follows: 010 - General Fund 150 - Street Construction, Maintenance and Repair Fund 170 - Community Room Fund 180 - Recreation Fund 210 - Capital Improvement 420 - S.A. Street Lighting Fund 770 - Performance Bond Fund 773 - Hanover Woods Fund TOTAL $326,433.20 10,804.76 1,900.99 1,996.07 33,163.99 7,860.03 4,104.50 7,316.00 $393,579.54 The Director of Finance is authorized and directed to draw warrants for payment upon receiving the proper cert'i.ficates and vouchers therefor, approval by the Council of Mayfield Village or officers authorized by law to approve the same, or by Ordinance or Resolution of Council to make expenditures, provided that no warrant be drawn or paid for salaries or wages except to persons employed by authority of and in accordance with law or ordinance. SECTION 3. The Director of Financ,e is hereby authorized to draw warrants for payment of any of the fo;regoing appropriations upon receiving the proper certificates and vouchers therefor, approval by the Council of Mayfield Village or officers authorized by law to approve the same, or by Ordinance or Resolution of Council to make expenditures, provided that no warrant be clrawn or paid for salaries or wages except to persons employed by authority of and in accordance with law or ordinance. SECTION 4. The Director of Finance, at any time during calendar year 1991, is further authorized to: A. Transfer from the General Fund to the Recreation Fund the sum of Four Thousand Dollars ($4,000.00); and
