(AS AMENDED ON 11/21/91) ORUINANCE NO. 91-51 INTRODUCED BY: Mayor Carmen and Council as a Whole AN ORDINANCE MAKING FINDINGS AND DETERMINATIONS, AS PERMITTED IN SECTIONS 3735.65 THROUGH 3735.70 OF THE OHIO REVISED CODE ESTABLISHING AND DESCRIBING THE BOUNDARIES OF A"CONlMUNITY REINVESTMENT AREA1A, SETTING STANDARDS, DESIGNATING A HOUSYNG OFFICER TO ADMINISTER THE PROGRAM AND DECLARING AN EMERGENCY WHEREAS, the Village Council desires to pursue all reasonable and legitimate incentive measures to assist in encouraging housing maintenance and economic and community development in areas that have not enjoyed reinvestment by remodeling or new construction; and WHEREAS, the General Assembly of the State of Ohio by the enactment of Ohio Revised Code Section 3735.65-.70 (herein sometimes referred to as the "Community Reinvestment Area Program") has heretofore authorized municipal corporations to designate Community Reinvestment Areas within the State in order to provide an incentive for new residential, commercial or industrial development and/or rehabilitation in such areas, by making available real property tax abatement for such new development or rehabilitation; and WHEREAS, Village Council, having made a survey of housing as specified in Section 3735.66 of the Ohio Revised Code, have found that within the "Community Reinvestment Area" (as hereafter defined), such area there are housing facilities or structures of historical significance, and wherein new housing construction and repair of existing facilities or structures are discouraged; and WHEREAS, the property within the boundaries described in Exhibit "A" has been revealed by said survey to be an area in which housing facilities are located and new housing construction and repair of existing facilities or structures are discouraged and, therefore, under Section 3735.65 and Section 3735.66 of the Ohio Revised Code, said area is appropriate for designation as a "Community Reinvestment Area"; and
