Where a <br />provision of this Chapter may be in conflict <br />with a State law, such State law shall take <br />precedence over the Chapter. <br />1375.10 Warning and Disclaimer of Liability. <br />The degree of flood protection required by the is <br />Chapter is considered reasonable for regulatory purposes <br />and is based on scientific and engineering <br />considerations. Larger floods can and will occur on rare <br />occasions. Flood heights may be increased by man-made or <br />natural causes. This Chapter does not imply that land <br />outside the areas of special flood hazards or uses <br />permitted within such areas will be free from flooding or <br />flood damages. This Chapter shall not create liability <br />on the part of Mayfield Village, any officer or employee <br />thereof, or the Federal Emergency Management Agency for <br />any flood damages that result from reliance on this <br />Chapter or any administrative decision lawfully made <br />thereunder. <br />1375.11 Establishment of Development Permit. <br />A Development Permit shall be obtained from the <br />Village Engineer before construction or development <br />begins within any area of special flood hazard <br />established in Section 1375.06. Application for a <br />Development Permit shall be made on forms furnished by <br />the Village Engineer and may include, but not be limited <br />to: site specific topographic plans drawn to scale <br />showing the nature, location, dimensions, and elevations <br />of the area in question; existing or proposed structures, <br />fill, storage of materials, drainage facilities, and the <br />location of the foregoing. The following information is <br />required: <br />(1) Elevation in relation to mean sea level of the <br />lowest floor, including basement, of all proposed <br />structures located in special flood hazard areas <br />where base flood elevation data are utilized; <br />(2) Elevation in relation to mean sea level to which <br />any proposed structure will be floodproofed in <br />accordance with Section 1375.16 (B)(2)(A) where <br />base flood elevation data are utilized;
