INT1~~D>(7CTI®N <br />The Homeland Security Grant Program (IiSGF) is comprised of five interconnected grant <br />programs: State Homeland Security Pr~ogr•am (SHSP}; Urban Areas Security Initiative <br />(UASn; Metropolitan Medical Response System (MMRS); Citizen Corps Pr~ogr~am (CCP); <br />Operation Stonegarden (OPSG). <br />the purpose of'this package is to provide Local units of government with an overview of'the <br />SHSP. and the grant guidance and application materials needed to apply for• funding under the <br />progaam. The package outlines both federal and state requirements for implementation ofa <br />successful application. <br />The SHSP is a core homeland security assistance pzogrmm that provides funds to build <br />capabilities at the state and local Ievels through planning, equipment, training, and exercise <br />activities and to implement the goals and objectives included in the State Investment <br />Justification, State Homeland Security Strategy and initiatives outlined in the State Preparedness <br />Repott•. F unding continues to support the four mission areas of homeland security to prevent, <br />protect, respond, and recover, and align with the U.S.. Depaitment of•Homeland~Secutity's <br />(DHS) National Priorities and National Preparedness Guidelines as they •relate to terrorism <br />prevention in Ohio. the eight National <br />Priorities include the following: <br />• Expand Regional Collaboration <br />• Implement the National Incident Management System and National Response Framework <br />• Implement the National Infrastructure Protection Plan <br />• Strengthen Information Sharing and Collaboration Capabilities <br />• Strengthen Interoperable and Operable Communications Capabilities <br />• Strengthen CBRNE Detection, Response; and Decontamination Capabilities <br />• Strengthen Medical Surge and Mass Pzophylaxis Capabilities <br />• • Community Preparedness: Strengthening Planning and Citizen Capabilities <br />Amongst these preparedness tools, DHS has built a process that gives DHS, the State of Ohio, <br />and its local jurisdictions a benchmark from which to determine: How prepared we ar•e now; <br />.how prepared we need to be; and how we will prioritize each year to• fulfill those capability <br />b'aPs ~ <br />Page 3 <br />
