Homeland Security. Pr•oject,consttuction not exceeding $1,000,000 is allowable as deemed <br />necessary.. <br />the following types o#' projects are considered to constitute construction or renovation and must <br />be submitted to FEMA for compliance review under Federal environmental planning and historic <br />preservation (EHP) laws and requirements prior to initiation of'the project: <br />• Construction and renovation of guard facilities which, ar:e intended to provide enhanced <br />security at grantee-designated critical infrastructure sites <br />• Renovation o#` and modifications, including the installation of security and <br />communication equiptnent, to buildings and structures that aze 50 years old of older <br />• Any other construction or renovation efforts that change or expand the footprint of a <br />facility or structure, including security enhancements to improve perimeter security <br />• Physical security enhancements including, but not limited to: <br />o Lighting <br />o .Fencing <br />o Closed-cit•cuittelevision (CCI~ systems <br />o Motion detection systems <br />o Barriers, doors„ gates, and related security enhancements <br />In addition, the erection of communications towers that are included in a jurisdiction's <br />interoperable communications plan is allowed, subject to. all applicable laws, regulations, and <br />licensing provisions. Communication tower projects must be submitted to FEMA for EHP <br />review. Per the Department of'Ilomelarzd Security Appr•opriations.Act, 2010 (Public Law 111- <br />83), communications towers are not subject to the $1,000,000 construction cap. <br />In order to draw down funds for construction and renovation costs under HSGP grants, <br />Sub-grantees must provide to F EMA through Ohio EMA: <br />• A description of the asset or facility, asset location, whether the infiastructur•e is publicly <br />or• privately owned, and the construction or• renovation project <br />• Certification that a facility vulnerability assessment has been conduct~ci • <br />• An outline addressing how the construction or renovation project will address the <br />identified vulnerabilities from the assessment <br />• Consequences of not implementing the construction ox renovation project <br />• Any additional information requested by FEMA to ensure compliance with Federal EHP <br />requirements . <br />For more information on FEMA's EHP requirements, sub-grantees should refer to FEMA's <br />Information Bulletin #329 and the EEIP screening tool accompanying this guidance., <br />Irx order for sub-grantees to.budget #or construction and renovation costs under SHSP, the <br />Project narrative must contain: <br />• A description of•the asset or• facility, its location, whether the infrastructure is publicly or <br />privately owned, and a;descr•iption of the construction or renovation project.. <br />An outline addressing how.the construction or renovation project will address one of'the <br />milestones in the F Y2010 State Investment .Iustification. <br />Consequences of'not implementing the construction or renovation project. <br />Approval of the construction or renovation Project will first be reviewed and evaluated by Ohio <br />EMA. If'not acceptable, the Pz•oject will be rejected in whole of returned for .further clarification.. <br />Written approval will be provided by DHS prior to the use ofany funds for construction or . <br />` _~ Page 19 <br />
