Orrlinance 2010-08 Section 2. The Director of Finance is hereby authorized to draw warrants for payment for any of the foregoing appropriations upon receiving the proper certificates and vouchers therefore, approval by the Council of Mayfield Village or officers authorized by law to approve the same, or by ordinance or Resolution of Council to make expenditures, provided that no warrant be drawn or paid for salaries or wages except to persons employed by authority of and in accordance with law or ardinances. Section 3. The Council finds and determines that all formal actions of this Council relating to the adoption of this Ordinance have been taken at open meetings of this Council; and that deliberations of this Cotmcil and of its committees, resulting in such formal action, toolc place in meetings open to the public, in compliance with all statutory requirements including the requiremerits of Section 121.22 of the Ohio Revised Code. Section 4. This Ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the health, safety and welfare of the residents of Mayfield Village for the reason that the appropriations authorized herein are necessary to maintain governmental services. It shall, therefore, take effect iinmediately upon passage by the affirmative vote of not less than five (5) members elected to Council and approval by the Mayor or qYhe,pwise at ?k earliest time allowe0 by law.
