RESOLUTION NO. 2002-G9 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />A RESOLUTION <br />SUPPORTING THE APPROVAL OF THE PROPOSED <br />MAYFIELD VILLAGE SCHOOL DISTRICT LEVY <br />WHICH WILL APPEAR ON THE MAY 2002 PRIMARY BALLOT <br />WHEREAS, the Mayfield City School District has placed a 6.9 Mill Operating Levy <br />on the May primary ballot; and <br />WHEREAS, without the passage of Milllage this spring the District will face a$1.6 <br />Milllion deficit in June of 2003; and <br />WHEREAS, the basis for this deficit is that Mayfield is coming to the end of the <br />current funding cycle that started with passage of the 1995 operating levy; and <br />WHEREAS, Mayfield has stretched their levy longer than all other neighboring <br />school districts, except Beachwood, who also has a Milllage increase on the ballot for this <br />spring; and <br />WHEREAS, all school districts are experiencing more expenditures than revenue <br />at the end of a levy funding cycle by reason of Ohio's House Bill 920 which requires a <br />Milllage rollback decreasing the amount of actual Milllage on residential property at the end <br />of a levy cycle, for the purpose of stabilizing the actual dollars and mandating that they <br />remain the same despite an increase in the value of residential property; and <br />WHEREAS, the cost of doing business continues to go up, but the income stays <br />relatively the same for the School District; and I <br />WHEREAS, in all of Cuyahoga County, Mayfield School District ranks 29th out of 31 <br />in the amount of effective Milllage being taxed, representing a significantly lower tax than <br />most Cuyahoga County School Districts to the Mayfield Village residents; and <br />WHEREAS, the Mayfield School District has provided high achievement despite <br />comparatively low cost per pupil expenditures and comparatively low administrative <br />expenditures when compared to other Cuyahoga County School Districts. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF MAYFIELD <br />VILLAGE, OHIO, THAT: <br />SECTION 1. That the Mayor and Council do hereby and herein endorse and <br />support the adoption of the 6.9 Mill Operating Levy that will appear on the May primary <br />ballot for all of the reasons state herein above, and in order to assure a continuation of <br />excellent school services.
