ON THE B.ALLOT BY THE MAYFTELD CTTY SCHOOL DISTRICT <br />Introduced by Muyor .dtinker and Council ars a Whole <br />WHEREAS, the Mayfield City School District has placed Issue 204, a 1.9 mill operating levy, <br />on the November 7, 2000 ballot for the purpose of maintaining a superior level of <br />academics, quality staffing and diverse extracurricular activities; and <br />VVHEREAS, the last levy placed on the ballot by the District in 1995 was expected to last only <br />three years but due to the District's sound fiscal management and efficient operations has <br />lasted five years and, further, the 1.9 mill levy represents the lowest and most prudent <br />reqnest the Board could make, maintaining current programs, staffing levels, no increases <br />due to enrollment and current expenditures with only inflationary inoreases; the current <br />effective millage of the Mayfield Schoals ranks as the tlurd lowest level af millage <br />compared with 31 schooi districts in Cuyahoga County; and <br />WHEREAS, the Mayfield City School District has consistently proven itself to be a superlative <br />public institution, as the following accomplishments from the 1999-2000 school year <br />show: <br />• Twenty-three Mayfield High School students named Advanced Placement Scholars; <br />• Mayfield High Schoot 2000 senior class ranking 22nd out of 611 districts in the 5tate <br />and 5th out of 49 districts in Cuyahoga, Lalce and Geauga counties an comparison of <br />12th grade proficiency test scores; <br />• The I)istriot scoring 25 out of 27 on the State Proficiency test placing it in the same <br />bracket as the Orange, Chagin, Beachwood, Solon and Hudson districts; <br />• 7 Natianal Merit Finalists as compared to 1 each for Beachwood and Chagrin, 4 for <br />Gilmour, 7 for Hudson, 5 for Solon and 4 for University School; <br />• To date, 6 National Meait semi-finalists in the class of 2001 <br />• Mayfield is one of oNy 38 districts in the State of Ohio to receive K-12 accreditation <br />in the prestigious North Central Association of Schools. <br />WHEREAS, the mechanism of school funding in Ohio, which the State Supreme Court has ruled <br />i• to be unconsritutional, as well as the impact of House Bill 920 provide the Mayfield City <br />School District (which derives only 7% of its revenue from state funding) and every <br />other school district in Ohio with little hedge against inflation, necessitating Qhio schools <br />to submit new levies for voter approval on an ongoing basis; and <br />WHERE.AS, the Administration, Council and the residents of Mayfisld Village have long <br />regarded the iVlayfield City Sehool District as one of the most important assets of the <br />community, recognizing that a quality school system and an educated labor force <br />comprise an invalaable social and economic development resource.
