Art V Sec 7 CHARTER 24 <br />(F) Power to Appoint. <br />The Mayor, in making any original appointments to a position within the classified <br />service shall be provided by the Civil Service Commission with a list of ten <br />candidates scoring highest on the qualifying examination who have achieved <br />passing grades and the Mayor shall make the appointment from among those <br />candidates. If there would be less than ten candidates who have achieved a passing <br />grade, the Mayor may appoint from the list provided to him or may request a new <br />list. <br />(G) Power to Promote. <br />The Mayor, in making any promotions to a position in the classified service shall <br />be provided by the Civil Service Commission with a list of three candidates scoring <br />highest on the qualifying examination who have achieved passing grades and the <br />Mayor shall make the promotion from among those candidates. If there would be <br />less than three candidates who have achieved a passing grade, the Mayor may <br />appoint from the list provided to him or may request a new list. <br />(Amended 11-3-98.) <br />SECTION 7. DEPARTMENT OF PUBLIC SERVICE. <br />The Department of Public Service shall: <br />(A) Be responsible for the repair and maintenance of all public roads, streets and alleys, <br />public buildings, drains, ditches, storm sewer facilities, parks, playgrounds and <br />public places. <br />(B) Supervise the lighting, sprinkling, cleaning, plowing, spreading of traction <br />material, and other winter care of public streets and places. <br />(C) Have such other powers and duties as may be prescribed by ordinance of Council. <br />SECTION 8. POLICE DEPARTMENT. <br />The Police Department of the Municipality shall preserve the peace, protect persons and <br />property, and obey and enforce all ordinances of the Council, and all cruninal laws of the state and <br />the United States, and shall perform such other duties as are provided by ordinance of Council. <br />The Police Department shall be maintained under the civil service system. <br />SECTION 9. FIRE DEPARTMENT. <br />The Fire Department of the Municipality shall protect the lives and property of the people <br />in case of fire, and shall perform such other duties as are provided by ordinance of the Council. <br />The Fire Department shall be maintained under the civil sevice system. <br />SECTION 9.1. REGIONALIZED DISTRICTS . <br />In the event the Council determines that it is in the best interests of the Municipality to join <br />or participate in a regionalized public service, police or fire district then the Council shall have <br />the authority to do so and in so doing may abolish or consolidate those positions or departmental <br />functions it deems necessary to effect such transition. <br />(Amended 11-4-86.) <br />1999 Replacement <br />
