_,,.. _ <br />3. Design Year Analyses - Both an Opening Day and 20-Year analysis will be performed to assess the ,~ <br />development impact. Conducting these analyses will involve forecasting existing traffic volumes, <br />distributing site-generated traffic and analyzing the roadway network. The following elements are <br />involved with this task: <br />• Local (non site) traffic volumes will be projected into the design years using historic traffic growth <br />trends and/ortraffic projections provided by NOACAand/or the ODOT Office ofTechnical Services, <br />25 S. Front Street, Columbus. <br />• Traffic anticipated to be generated by the proposed project will be calculated using data published in <br />the Institute of Transportation Engineers' (ITE) manual entitled TRIP GENERATION, sixth edition. <br />This information will be presented in tabular form. <br />• Site traffic will be allocated to the site entrances using existing travel patterns, demographics, and <br />engineering judgement as a guide. This site traffic will be added to the projected local traffic to arrive <br />at combined future traffic volume scenarios. These traffic volumes will be used to analyze the <br />adjacent roadway network. <br />• Once the opening day and 20-year traffic scenarios have been established, they will be submitted to <br />the ODOT Office of Technical Services in Columbus for certification. Once certified for use, those <br />traffic volumes will be used to assess the traffic impact of the project. <br />• We will perform a traffic signal warrant evaluations for the proposed site drive intersections, as <br />needed. The warrant evaluation will include applicable signal warrants contained in the Ohio ivlanual <br />on Uniform Traffic Control Devices. <br />• Peak hour analyses of the proposed roadway network will be conducted to determine projected levels <br />of service and identify any roadway improvements needed to mitigate the subject development's trip <br />generation. The capacity analyses will be conducted using the methodologies contained in the <br />Highway Capacity Manual, Third Edition Updated 1994, utilizing the associated Highway Capacity <br />Software for isolated intersections. Additional traffic signal system analyses will be conducted to <br />evaluate the impact of the additional traffic to the adjacent traffic sisals. A computer program <br />entitled "SYNCHRO" will be used in this effort. <br />A recommended roadway improvements plan will be prepared presenting our findings and proposed <br />roadway improvements. This not-to-scale plan will include recommendations regarding road <br />improvements, turning lanes, lengths ofacceleration/deceleration lanes, signalization, proposed signal <br />phasing and intersection levels of service at key locations. These recommendations will be made <br />using established guidelines for access to commercial developments and other design guidelines. <br />Engineering judgement will be used in cases where specific guidelines or policy do not exist. <br />Documentation will be provided in support of our recommendations. <br />The recommendations will be presented in a progressive format, starting from existing roadway <br />conditions and progressing step at a time towards "full-build" conditions. In other words, the impact <br />of the future traffic on the existing two-lane S.O.M. Center Road will be assessed, followed by the <br />benefits of adding a single left-turn lane at major intersections, followed by the benefits of building <br />a four-lane road, then afour-lane road with an additional left-turn lane, and so on. Each scenario will <br />be graded based on Level of Service (benefit), and accompanied with associated construction costs. <br />Finally, an evaluation matrix will be prepared that presents each scenario with it's "benefits" and <br />"costs". This format will allow the Village to make informed decisions regarding the required <br />roadway improvements. <br />4.
