WORD ORDER NO. 12 <br />S.O.M. CENTER/V6~HITE ROAD WIDENING -CORRIDOR PLANNING ASSESSMENT <br />URS GREINER WOODWARD CLYDE /HAYFIELD VILLAGE <br />AGREEMENT DATED FEBRUARY 3, 1995 <br />This Work Order `T'ask is being performed as an extension ofthe Professional Engineering Services Agreement <br />between Mayfield Village and URS Greiner Woodward Clyde (URS) dated February 3, 1998. All terms and <br />conditions stated therein are incorporated into this Work Order by reference. T7:is Work Order represents new <br />services being incorporated into the agreement as part of the genera! Modification No. 4, dated Tune 3, <br />1999. <br />SCOPE OF SERVICES <br />URS, in association with D.B.Hartt, Inc., Planning and Development Consultants, will provide a corridor <br />assessment of SOM Center Road widening on surrounding development and zoning and the Village's ability <br />to sustain its overall character and residential environment given improvements to SOM Center Road. The <br />assessmentwill also address recommendations to assure that future development served by road widening does <br />not erode current zoning along SOM Center Road. In conducting the assessment, the following specific tasks <br />will be performed: <br />Task 1 -Assemble and Review Existing Conditions Data <br />URS and D.B. Hartt will prepare a study area base map using digital Cuyahoga County planimetric mapping. <br />Additional available data to include existing zoning, current land use, parcel and ownership data, and wetland <br />and natural feature characteristics will be organized and presented in separate digital map layers. In addition, <br />working with representatives from the Village, current development proposals will be reviewed and integrated <br />as a separate graphic information layer to be evaluated within the context of existing development. <br />Task ~ -Assess Alternative RoadwaxWidening Configurations <br />Alternative roadway widening configurations will be graphically superimposed on mapping prepared in Task <br />1 to evaluate the extent to which widening in general, and specific configurations in particular, might influence <br />future development patterns. At the same time, the potential affects of existing development and natural system <br />characteristics on roadway widening configurations will also be assessed <br />Task 3 -Development Issues identification <br />The information assembled, mapped and assessed in Tasks 1 and 2 will be used to identify specific roadway <br />widening issues related to zoning and future development. Issue areas requiring resolution include, but are not <br />necessarily limited to the following: <br />- The reasonableness of current zoning in light of proposed widening. <br />-Appropriate methods of access management on the east side of SOM. <br />-The impact of widening on residential properties on both the east and west sides of SOM. <br />- The impact of traffic and widening on land uses and development at the intersection of SOM and Wilson <br />Mills. <br />- The Impact of traffic and widening on land uses and development on Wilson Ylills between SOM and the <br />I-271 Interchange. <br />
