ORDINANCE NO. 2015-11 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />AN EMERGENCY ORDINANCE <br />AUTHORIZING AND DIRECTING THE MAYOR <br />TO ENTER INTO AN AGREEMENT WITH <br />GEAUGA COUNTY FOR THE BOARDING OF PRISONERS. <br />WHEREAS, the Village is in need of a jail facility for the confinement of Village prisoners, <br />which need has been brought about by, in part, an inability to continue housing prisoners at the <br />Bedford Heights jail facility; <br />WHEREAS, the Village wishes to enter into an Agreement with Geauga County for the <br />confinement of the Village's prisoners convicted of violation of State law or Village ordinance, or <br />awaiting hearing or trial of any such violation; and <br />WHEREAS, Council deems it in the Village's best iriterest to enter into an Agreement <br />with the Geauga County Board of Commissioners. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF HAYFIELD <br />VILLAGE, OHIO, THAT: <br />SECTION 1. That the Mayor is authorized and directed to enter into an agreement for the <br />confinement of prisoners with Geauga County. <br />SECTION 2. That a copy of said agreement will be kept by the Mayor's Office, Police <br />Department, and Finance Director. <br />SECTION 2. Upon passage and execution of this Ordinance, the Clerk of Council is <br />authorized and directed to certify a copy this Ordinance to the Geauga County Board of <br />Corrunissioners and the Geauga County Commissioners. <br />SECTION 3. The Council finds and determines that all formal actions of this Council <br />relating to the adoption of this Ordinance have been taken at open meetings of this Council; and <br />that deliberations of this Council and of its committees, resulting in such formal action, took place <br />in meetings open to the public, in compliance with all statutory requirements including the <br />requirements of Section 121.22 of the Ohio Revised Code. <br />SECTION 4. This Ordinance is hereby declared to be an emergency measure immediately <br />necessary for the health, safety and welfare of the residents of Mayfield Village, Ohio. It shall, <br />
