U. The Grantee certifies that it is an Ohio county, municipality or other polltlcal subdivision for the purposes of the <br />appllcatbn of Rev. Code Chapter 145. The State will not make mntributlons to the public employees' retirement <br />system on behalf of any of the Individuals employed by the Grantee, or Its sub-contractors or other agents. <br />V. The Local Agency shall follow all applicable laws In determining ff the project must be competltiveiy bid. And, If <br />mmpetltlve bidding for the project is not required by law, to the extent reasonable possible a5 determined by the <br />Local Agency, the Lo~l Agency shall employ an open and competitive process in the selectlon of its contractors. <br />W. The Local Agency shall be responsible for following, and compliance with,, all applicable laws In determining ff the <br />project is a public project on which prevailing vrages must be paid, `and, If prevailing wages must be paid, the <br />kx~l agency shall be respor-slble far contractor/subcontractor compliance. <br />X. Except for situations desvtbed below, bonding and Insurance requirements, including fidelity bonds, aver and <br />above those normally required by the l?epartrnent or the Loral Agency, shall not be imposed. <br />The focal Agency shall follow its own requirements relating to bid guaran6ees, performance bonds, and payment <br />bonds, except for contracts exceeding ;100,000. For contracts exceeding ;100,000, all of the fdbwing <br />requirements must be met: <br />~bld gtiarar}tee frorp each bidder erLUivalerrt to five percent of the blcl~rloe.
