U. The Grantee certifies that it is an Ohio county, municipality or other polltlcal subdivision for the purposes of the appllcatbn of Rev. Code Chapter 145. The State will not make mntributlons to the public employees' retirement system on behalf of any of the Individuals employed by the Grantee, or Its sub-contractors or other agents. V. The Local Agency shall follow all applicable laws In determining ff the project must be competltiveiy bid. And, If mmpetltlve bidding for the project is not required by law, to the extent reasonable possible a5 determined by the Local Agency, the Lo~l Agency shall employ an open and competitive process in the selectlon of its contractors.
