I would like to provide <br />you with some information about this prior to Safety/Service and Caucus so that you have some time to <br />view the website and contact me with any questions. <br />911 Cellular is a smartphone application that was developed by a Mayfield Village resident, Chad <br />Salashour. The app is currently in use in Richfield, Bentleyville, numerous hospitals and college <br />campuses around the country. The app provides cone-button emergency link to a local PSAP and gives <br />the dispatchers real-time location information on the subject calling. This location information is <br />updated through mapping software every three seconds and works on athree-dimensional (X,Y,Z) axis, <br />so that the dispatcher can tell not only the street and house number of the call, but the actual floor and <br />room the person is calling from as well. <br />The control software is housed at the dispatch center and as part of the setup, a "geo-fence" is drawn <br />around Mayfield Village boundaries. This allows the computer to isolate and locate those within the <br />Village who have downloaded the app and touch the emergency icon for help. Even if someone is <br />traveling though the Village (I.e., on 271) and they activate the emergency icon on their smartphone; <br />once their location is captured, the dispatcher will continue to receive location updates every three <br />seconds even if they leave the Village. <br />You may notice similarities between this and our current 9-1-1 system. However, as the fire chief and I <br />have pointed out many times, when you call 9-1-1 from a cell phone, your call goes to CECOMS, not to a <br />Mayfield Village dispatcher. It then must be rerouted to Mayfield Village, which can cause a delay of up <br />to 1 % to 2 minutes. With this new system, anyone who activates the emergency icon from a <br />smartphone has their call answered by a Mayfield Village dispatcher. <br />The app is free to users and there is no limit to the number of users it can support. There is a fee for <br />Mayfield Village to host the software - $7000.00 per year ($6000 annual fee plus $1000 support cost). <br />The software also has mass emergency notification capabilities so we could probably consider <br />terminating Code Red at some point as well. <br />I can see this being a benefit not only for residents but also in.our many businesses and ourtwo schools <br />as well.
