Mr. Whiting explained that the committee has prepared an <br />ordinance, which adopts the Regional"`Davelling House Code, with certain <br />changes, and repeals Ordinance No. 86,..the present Building Code, and all <br />amendments thereto, insofar as dwelling houses are concerned, with the <br />exception of Ordinance No, 360, providing for an Architectural Board of <br />Review and Advisory Architect, as amended by Ordinance..No,. l~09, Ordinance <br />No. l~.].0, establishing a minimum -living area.`for dwelling honses, Ordinance <br />No. 285, prohibiting and.prescribing.a penalty for .occupancy of residence <br />buildings. before completion thereof; Ordinance No. 298, creating the <br />position of Bu~.lding Inspector and Service Director, and Ordinance No. <br />385, requiring the construction of driveways and culverts not later than <br />the time .of excavation. <br />Mr. Endress asked of the provisions in the proposed Building <br />Oode~concernirig the erection of prefabricated. houses.. <br />Mr: Vdhiting stated.. that under. the ps~posed.Building Code there <br />were more rigid controls over. such houses than over conventional type <br />houses. He also stated that to build a prefabricated house in the Village <br />of Mayfield, the approval of the Planning and_Zoning Commission is required, <br />and that the proposed Building Code deals only with the technical problems <br />of construction as distinguished.from.shape ar design limitations. <br />Mayor Hodgson asked .of the time limitation on a building <br />permit issued under .the proposed Building Code. <br />Mr. Edelman stated that the building must be commenced within <br />six months :and. the. construction is considered to..be abandoned one year <br />after construction, once commenced has been halted~~and that ninety day <br />extensions may be allowed to a, builder.. <br />Mayor Hodgson asked if any penalty were. provided for failure to <br />comply with this provision.. <br />Mr. Edelman stated that the penalty for building without a permit <br />would apply to non--compliance in this situation. ~. - <br />Mr. Sti'hiting introduced Ordinance No.. 465, entitled: '~An Emergency <br />Ordinance, Adopting Part of a Building Code, Known as the Dwelling House <br />Code, and Repealing All Ordinances and Parts of Ordinances as are- <br />Inconsistent Therewith!r, which. ordinance was. read to council. <br />. It was moved by fir.
