Mr . 1lUhiting member of ~ the committee; :~ appoi:nted ; on March l5, i95~:, to s Ludy the- matter of the revision of the Bui:ldi~sg .Code °of the Village of Mayfield, reported that the committee had met and considered such revision. Mr. Whiting explained that the committee has prepared an ordinance, which adopts the Regional"`Davelling House Code, with certain changes, and repeals Ordinance No. 86,..the present Building Code, and all amendments thereto, insofar as dwelling houses are concerned, with the exception of Ordinance No, 360, providing for an Architectural Board of Review and Advisory Architect, as amended by Ordinance..No,. l~09, Ordinance No. l~.].0, establishing a minimum -living area.`for dwelling honses, Ordinance No. 285, prohibiting and.prescribing.a penalty for .occupancy of residence buildings. before completion thereof; Ordinance No. 298, creating the position of Bu~.lding Inspector and Service Director, and Ordinance No. 385, requiring the construction of driveways and culverts not later than the time .of excavation. Mr. Endress asked of the provisions in the proposed Building Oode~concernirig the erection of prefabricated. houses.. Mr: Vdhiting stated.. that under. the ps~posed.Building Code there were more rigid controls over. such houses than over conventional type houses. He also stated that to build a prefabricated house in the Village of Mayfield, the approval of the Planning and_Zoning Commission is required, and that the proposed Building Code deals only with the technical problems of construction as distinguished.from.shape ar design limitations. Mayor Hodgson asked .of the time limitation on a building permit issued under .the proposed Building Code. Mr. Edelman stated that the building must be commenced within six months :and. the. construction is considered to..be abandoned one year after construction, once commenced has been halted~~and that ninety day extensions may be allowed to a, builder.. Mayor Hodgson asked if any penalty were. provided for failure to comply with this provision.. Mr. Edelman stated that the penalty for building without a permit would apply to non--compliance in this situation. ~. - Mr. Sti'hiting introduced Ordinance No.. 465, entitled: '~An Emergency Ordinance, Adopting Part of a Building Code, Known as the Dwelling House Code, and Repealing All Ordinances and Parts of Ordinances as are- Inconsistent Therewith!r, which. ordinance was. read to council. . It was moved by fir. Swanson and seconded by Mr. Beard, tYat the rules of law requiring an Ordinance to be read on three separate occasions °be suspended..
