Cdr. Young stated that these improvements. would be such that a <br />developer would need three.thousand dollars, excluding_the value_of .the land, <br />to.~'prepare one lot in a subdivision.for sale. _ <br />Mr. Beard asked Mr. Young.what.he:would eliminate to~reduce such cost. <br />Mr. Young stated that. .he. would.,provide~for- the- sale of~-lots; without <br />the immediate pasrment of .the cost:. of such.. improvements as. is required by the <br />proposed ordinance. He stated that. assessment back over a twenty or thirty <br />year period would be a more r_easvnable solution. <br />Mayor H®dgson asked Mr. Young what he would eliminate in the way of <br />improvemenrts. _ <br />~. Yowag asked. of the details. of compliance with the proposed <br />Ordinance. ~. <br />Mr. Ede:ltnan stated that. the proposed- ordinance. required, first, <br />a pencil. sketch, .which may be.approved.by.Council as,to..form and design and <br />from which ,a final..plan may:be-prepared,.which.must:~also be-.approved by <br />Council subject -to specified_._requir~ments. with...respect to improvements and <br />the manner of.preparation.of..ahe-final plan. The purpose is to_protect <br />potential buyers who do not.realize_that they are going_to have to pay for <br />these improvements if the.developer does 'not. ... <br />B[ayor Hodgson. stated that:. the proposed ordinance is. practically <br />identical to .the hayfield Heights.:Ordi.nance for, the. :preparation of roads <br />within a subdivision. However, the size of lots is necessarily different <br />in the Village- of Mayfield,. due.. to ,the .water and sewage. problems. <br />11Qr. Swanson suggested that.the.proposed Ordinance seems to be a <br />beneficial piece of legislations He also suggested that. the Council, at,the <br />meeting which is to follow give. proposed Ordinance No. 468 its second <br />reading.,--and pass or reject_the•-;;proposed. Ordinance„at,the next meeting. <br />Mr. S~xigon, Mr. Taylors 1~r. Beard, Mr. Oatess, and A~. Endress <br />assented and approved such a., procedure... <br />Adr. Oatess requested Bh°.
