t <br />Mr. Edelman, a Notary Public, then administered the Oath of <br />Office to Ilr. Wieland. <br />Mayor Endress then reported that the three year term of Mr. Harry <br />Corlett had expired and a new member would have to be appointed on the_ <br />Architectural Board. Ntayor Endress said that because of the excellent job. <br />done by T°Zr. Corlett, he re-appointed him for another three-year term. It <br />was moved by Mr. Oatess, seconded by Mr. Beard, that the appointment be <br />confirmed. <br />Roll Call: Ayes -Messrs Swanson,Strater,Taylor,~~lh3.ting,Beard <br />and Oatess. <br />Nays - l~TOne. <br />I`~otion Carried <br />Appointment Confirmed <br />Mayor Endress, reporting on the Hilltop Setirer Project, said that <br />the two ordinances were due for their second reading and, as tir. Pusinski <br />was present, wished to have the matter taken up at this time. The Clerk <br />reported that he had run a survey on V~ilson Mills from S.O.T. to Lander <br />Road, and had received 28 replies to his questionnaire. Thirteen.. were in <br />favor of the project and fifteen against it. T~Iro Pusinski then spoke for <br />the sewer ,legislation and said that he thought the front foot assessment <br />on Wilson Mills wa.s. very fair and spoke again of the ~~.00.00 cost• of <br />connecting under the road for residents of the North side. He stated <br />further, that if things were not delayed too long, it might be possible to <br />lay the sewer at a cost of X7.50 for the South side and X1.50 per foot on <br />the North side of tililson Mills. He went on-to say that after all legislation <br />was passed, the next order of business was for -the Board of County Commissioners <br />to call a public hearing, at which time all property owners in the Hillcrest <br />area would be notified, and have a chance to voice any complaint or. have <br />any inequalities in assessments re-appraised and rectified, and that 20,000 <br />cards were all read to go into the mail at the present time.- <br />lr. 5trater then took uP the questions of those property oT~-ners not <br />in favor of the project. These were taken from the survey made by the <br />Clerk. Mr. Pusinsl~. tried. to give favorable answers to these questions and <br />cleared up some misunderstandings. .He spolte of the terrain as sloping to <br />the lake, but said that this was the cheapest way out of the dilemma, and <br />that he did not •think arty one was being,bailed out. He pointed out further <br />that our pumping station would be abolished and the village would be saved <br />the expense of any upkeep on its sewer. <br />Dr.~Sowin then arose and stated that he was one of the largest <br />frontage holders on Wilson T°iills and had hired counsel to get information <br />on this project, of which he was net4at first in favor. His counsel eras <br />surprised that we could get a sewer of this proportion for u8.00 per front <br />foot, and this so changed Dr. Sowin's attitude, that he stated he was <br />now heartily in favor of the project. <br />1~Ir. Sloan, also present, said-that two-thirds of the Village would <br />not be benefitted by this fewer, and asked T~rhat plans were being made tv <br />take care of the North half of the Village. He said that Proctor Noyes had <br />been against any plan that did not follow the. natural terrain. Mr. Pusinski <br />replied that this portion of the Village would eventually tie into the <br />2. <br />
