Mr. Grootegoed, reported that the Safety Committee had held no meetings.
Mayor Endress then asked that some action be taken on the Incinerator Ordinance
held for studq by this committee; Mayor Endress also brought up the weapons
ordinance, also held by this committee, and said that he would like some action
on this ordinance also.
Mrsm Brown, reporting f or the Architectural Board, said that they
had met on Thursday and approved five new homes and one addition.
Mr. Wedler, reporting for the Zoning and Planning.Board, said that
a meeting had been heid on August lst, 1960, and another on August 8, 1960, to
consider re-zoning of,SOM Road and Aintree Park for multiple dwellings, Mr.
Wedler reported that there had been a great deal of discussion at both meetings
without coming to any concltisions on the matter; that there were quite a few
questions yet to be answered and the matter would again be considered at the
next regulas meeting of the Board.
Mayor Endress then_told Council that there were certain things with .
regard to the re-zoning of this area that would have to be resolved before any
action could be taken; one of which was a zoning ordinance on the height of
multiple dwellings, as our present ordinance was.very inadequate for apartffient
houses. Mr. Edelman then passed out copies of a Shaker Heights Ordinance on
this subject f or studyo Mayor Endress again ref erred to our Zoning Ordinance
and discussed the minimum square floor asea and bedrooms and garage area and
said that, if the present.ordinance is passed, it should be amended so that
while the property is changed to a U-3 class, these remain as H-1 Height Class.
No one thea would be able to put in 4 story apartments. Another thing, said
Mayor Endress, Council passed a Regional Dwelling code for model homes, giving ,
us a model ordinance for everything but multiple dwelliags but Mr. Edelman
procured copies of.the Regional Planning Commission*s model code for other
types of bnildings and these are available f or use by-the proper committee to
prepare an ordinance covering such buildings. Mayor Endress then asked Mr.
Wedler to get this going with the Zoning Board.
, Mr. Zorn, reporting for the Finance Committeee said that they had met on
August 15, 1960, to discuss police problems and recommended a 2 mill levy to be
used for additional police so that a 24 hour coverage of the Village could be
maintained, Mr. Zorn said that we had had a number of break-ins and robberies
while the police were not on the road; that the records showed one in 1959
and up to date we had had nine for this yeare Mr. Zorn went on to say that
our village had grown, that larger roads were being builts that police probYems
had,.multiplied and increased the work of the Police Depastment=to the extent
that something wonld have to be done; that if the two mill levy passed, it
would enable the Police Department to obtain suff icient men to maintain a 24
hour coverage of the Village.
hir. Wedler, seconded by Mr. Belzer, then introdnced Resolution No.
480 entitledt °tA Resolution Authosizing a Two (2) Mill Levq.f or two years for
payment of salaries o£ permanent police personnel f or the Tax Duplicate Years
1960 and 1961'°, which resolutioa was read to Council.
It was moved by Mrs. Brown, seconded by Mr. Grootegoed, that the rules
ot law requiring a resolution to be read on three separate occasions be sus-
pended.
2.
