<br />MINUTES OF PUBLIC HEARING <br />June 59 1961 <br />The public hearing called by Council of the Village of Mayfield, Ohio, <br />was called to order by Mayor-Endress on Monday, ,7une 5,, 1961, at 8 o'clock <br />P. M., Eastern Daylight Savings Time pursuant to legal notice published <br />April 20 and April 27, 1961s in the Heights-Sun Messenges and sent by regular <br />ma.il to all property owners reqnired to be aotified by law. In the absence of <br />the Clerlc?the Solicitor, Mr. Edelman, acted as Clerk pro tem, All membexs <br />of Council were present. . ? <br />Mr. Edelman read proposed Ordinance No. 730, entitleds °tAn Ordinance to <br />Amend the Zoning?Ordinance of the Village o£ Mayfield By Transferriaig Certain <br />Property on the North Side of Wilson Mills Road to a C1ass U-3 AA Use District" <br />(restricted multi-story apartment house)o • <br />Mayor Endress called upon the proponents of the Ordinance to speak fi:rst. <br />Mr. Frank Atterbury stated that this was a step in equalizing taxes and that <br />High Rise Apartments were prefesable to commercial property. • <br />. ? <br />. Mr. Nlorrie Goldman said that the pressure f or this type of deeelopment <br />is growing all-over the county, as witness in Lakewood and South Euclid, that <br />we are running out of living space, and that in such a situation we should- <br />welcome a£irst-rate development rather than a thisd-rate development later. <br />The first speaker for the opponettts of the Ordinance was Jack Perkins. <br />He stated that he does not live near the proposed developmertt, but, as a <br />member of the Mayf ield Residential Association, he opposes High-Rise Apast- <br />ments anywhere in their Village. If one is permitted in this location9 <br />there will be kequests f or similar developments wherever 7 acses of land - <br />are available. He said that the sensible,waq to act is by calling in the <br />Regional Planning Commission to make a complete study of the use of land <br />in the Village. He said that a number of residents have indicated their <br />intention to move_out of the Village if this development is permitted. He <br />said that he moved here f or urban living, further that there is no proof <br />that apartments have ever lowered taxeso It will require more taxes, he <br />said, to employ a full time Fire Department and a Water Tower. <br />Mr. James Stannard stated that these two 22 story buildings on one <br />parcel of land would inerease the population of the Village over 25% and <br />that this is too ambitious a•project to handle. He asked the questfon: Are we equipped to handle this? I <br />Mr. Sam Wellm.an stated that he had made athorough canvass of property <br />owners and that the people in the vicinity o£ the psoposed development are <br />at least 807o against it.
