<br />Mrs. Clark, commenting on Mr. Russell•s lettes, spoke about the legal <br />safeguards and limits on the amounts of school tax levies and quoted f-igures <br />purporting to show that beginning in 1962 there will be a decline in school <br />taxes. <br />Mr. Mason praised the eff orts of Council to f ind means of reducing <br />the tax load. ' <br />Mr. Norris said we can*t buck the tide of change and he agreed that we <br />should get the best we can. <br />Mr. Coffee said that High-Rise Apartments of good quality would be <br />pre£erable to low priced houses. , <br />Mr. Stannard said that it would be wise f irst to have a comprehensive <br />plan prepared. Such a plan might call for High Rise Apartments in this or <br />other portions of the Village. But, it would be a shame to permit the High <br />Rise Apartments to be constructed and then haee a plan which shawed that <br />this would not be desirable. <br />The meeting adjourned at 10 o*clock P.
