Edelmana.who had been asked to secure infornation relative to <br />builders_ providing the Vil].age with a performance bond,, read some provisions <br />from 'an Ordinance from Highl2nd Heights, and said tha.t it was similar to our <br />ordinance No. 414 but broader in. scope. This was turnecl over to the Cl,erk, <br />who will furnish copies for the safety and Service Commi.ttee to study. <br />Ordinance` No.. 535 entitleds "An Orclinance Prohibiting the'Discharge <br />of -Firearms within the Vi73.age Limits., and Repealing Ordinance Noo -524" <br />was _brought up for discussion. .. This Ordinance ha.cl had two readings. Mr. <br />Schu7z then asked to address Couneil and read an appeal to Ma,yor Endress, <br />the Solicitor, and to Council.and ended by presenting the Ma.yor with a <br />petition conta3n3ng 80_names in defense of Ordinance No. 524 and all from <br />the area'in question. Mayor Endress then read this petition to Council <br />and asked Mr. Ede7man for a check on the bri.ef submitted by Mr. Schulz <br />at our, ptevi.ous meet3.ng. Mr. Edelman said that he had.. also prepared a <br />brief a.nd proceeded to read his conclusions wlzich stated that Ordinance <br />No. 535 was a valid Qrdinance, but suggested ma.lflng exceptions for the Po73ce and for self deferlse. Mr. Edelman ,then proceeded to read his br:t..ef. <br />Mr, Strater reported tha.t,.in going over the petition'presented by <br />Mr. Schu].z from the North End of the Village and the previous petition <br />from the same area, he had found ten or twelve nanies on eaeh petition tha.t <br />wez°e the same. Mr. Falk said that it was his opi.nion that th3.s Ord3nance <br />shauld be ta.bled until Council had more iriformation to.go on. <br />Ma.yor Endress sugges°ted that some of the complaints might have come <br />about by outsiders using the range more than, the people in the -village. A <br />number of vil7.a.gers then talked in favor of this range, including 14r. Burt, <br />the head of •the Rod and Gun ' Club, arid Dr. Season9 .a dentist with offices in <br />the Vi].Ia.ge. Mr. Rivers and Mr. Schwemler then addressed Council. Mr. Rivers <br />.saying that on :numerous..occasions bullets ha.d flown over his property and <br />his children were always bronght in the house'for safety. Mr. Schwemler <br />made the remark tha.t in going to and from the back of his property for <br />gardening purposes he was sometimes compelled to crawl to keep out of <br />range of fl}ring bul].ets.. <br />Mr. Schu]et2, in answering these charges, said that bullets had sometimes crossed his place from the clirection of the Rivers residence, <br />but ttiat he was of the opini.on thatIt could be laid to boys shooting in <br />the neighborhood.
